Vacancies will be filled in the following specialty areas:
OS-Digital Products
The following are the duties of this position at the full working level.
1. Participates in the creative design and development of online products, services and content to include development of business cases and working with business owners to develop and analyze requirements and define features; creating or documenting user stories, epics, and acceptance criteria; conducting backlog grooming and prioritization; establishing milestones and priorities; identifying features and supporting development of products. Participates in business development activities for new products and services. Engages in appropriate stakeholder communications, including but not limited to focal areas such as business product requirements, customer segments and characteristics, business processes (including adaptability to online tools), and other topics. (Approx. 25%)
2. Monitors relevant news, conversations and trends in digital technologies such as secure messaging, chatbots, artificial intelligence and emerging technologies to work with partners internally and externally to identify and assess new opportunities and technologies to enhance customer experience. Guides exploration of new and alternative ways to engage in and leverage digital products in support of strategic business priorities. Works with technology and design teams to facilitate the integration of emerging technologies across the IRS and contributes to the design, development, deployment and support of digital initiatives. Educates internal teams on how new emerging technologies can be used to achieve IRS objectives. Identifies and pursues training opportunities to keep abreast of changes in the digital space. (Approx. 25%)
3. Designs, establishes, configures and customizes digital technologies to integrate with IRS digital platforms to provide customers a seamless experience. Coordinates installation efforts to deliver digital technology products and capabilities to customers. Identifies, recommends, develops, implements, and supports cost-effective digital technology solutions. Develops and maintains strong working relationships with key stakeholders within Technology and the Business areas. Serves as an internal subject matter expert providing knowledge and advice related to specific technological products or issues. Contributes in developing and administering training programs, and for creating help guides and other techrelated materials. (Approx. 25%)
4. Gives presentations or briefings on all aspects of the project and participates in phase, milestone, and final project reviews. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensure that plans are consistent with Service goals, schedules and policies. Monitors project status and adjust work plans for project accomplishment. Conducts in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them. Supports the development of strategic and tactical plans and approaches to short, medium-, and long-term digital technology projects and products. Prepares directives, issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project. (Approx. 25%)
Performs other duties as assigned.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GS-9 LEVEL: To be eligible for this position at this grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: experience using analytical and evaluative methods and techniques to research emerging technologies and provide assistance on design, development and implementation strategies for emerging digital products. Analyzed, designed, and configured new digital capabilities to present a modern and appropriate Web experience. Experience with the design and deployment of customer facing digital technologies such as secure messaging, chatbots, artificial intelligence and survey tools. Experience using web technologies such as JavaScript/jQuery, frontend frameworks, HTML5, APIs, relational databases, and cloud platform infrastructure to help run analysis and implementation of Web applications.

EDUCATION: You may qualify based on education as follows: A Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study identified above.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: At least 1 year of combined graduate education and experience as defined in paragraphs above
GS-11 LEVEL: To be eligible for this position at this grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Assisted in the design, establishment, configuration, and customization of digital products or technologies to integrate with digital platforms and provided a seamless digital communication experience; experience working with business stakeholders to understand functional requirements and convert to technical specifications or potential solutions; assisted with the coordination and installation efforts to deliver digital technology products and capabilities to customers. Experience supporting technology and design teams to facilitate the integration of emerging technologies; and contributed to the design, development, deployment, and support of digital initiatives. Experience using web technologies such as JavaScript/jQuery, frontend frameworks, HTML5, APIs, relational databases, and cloud platform infrastructure to run analysis and implementation of web applications.
Experience using verbal and written communication principles and techniques to articulate findings, prepare reports and make recommendations to management.

EDUCATION: You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a related field that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study identified above.
OR LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
You may qualify with an equivalent combination of education and experience.
GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
SPECIALIZED EXPERIENCE: Specialized experience for this position includes experience designing, establishing, configuring, and customizing digital products or technologies to integrate with digital platforms to provide a seamless digital communications experience. Experience working with business stakeholders to understand functional requirements and convert to technical specifications or potential solutions; coordinating installation efforts to deliver digital technology products and capabilities to customers. Experience working with technology and design teams to facilitate the integration of emerging technologies; contributed to the design, development, deployment, and support of digital initiatives. Experience using web technologies such as JavaScript/jQuery, frontend frameworks, HTML5, APIs, relational databases, and cloud platform infrastructure to help run analysis and implementation of web applications. Experience communicating effectively both verbally and in writing to prepare reports and assessments and articulating differing viewpoints to make recommendations to management/Senior leadership.
