The primary purpose of this position is: To serve as the USNORTHCOM J37 Chief, Training, Exercise, and Wargaming Synchronization Branch, Operations Support Division, USNORTHCOM Operations Directorate.
Duties
As Branch Chief, plans, organizes, and oversees the activities of the Training, Exercise, and Wargaming Synchronization Branch.
As Branch Chief, exercises supervisory personnel management responsibilities.
Serves as subject matter expert to the Director of Operations, USNORTHCOM (NC) for all NC Joint Exercises Life Cycle (JELC) in support of Homeland Defense, Civil Support, Arctic, and Security Cooperation mission areas, and J3 executive office synchronization (per CJCSM 3500.03E).

- A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment.
- Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
- Will periodically be required to work holidays, weekends, non-standard hours, be on phone recall and 2 hour standby to support military operations.

This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug
Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of
illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the
position occupied is identified as a TDP.
YA002= Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My Experience includes skill in leadership including effective teambuilding, to operate in a high stress environment, making critical characterizations and formulating recommendations that may have national impact/consequences for senior leaders; Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an Organization; Knowledge of military doctrine, Joint Operations (Homeland Defense, Civil Support, and Security Cooperation); organization and missions of the Joint Force; policies and procedures; Strategic, Operation, and deliberate planning; DoD, Services and Joint organizational structures, state and federal emergency organizations and other pertinent interagency organizations; and Battle Staff organization and staff processes and Readiness Reporting, CJCSM 3500.03E, 20 April 2015, Joint Training Manual for the Armed Forces of the United States and the JELC process that supports all exercises giving the ability to communicate with a complex variety of mission partners.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Ability to work independently or to form and lead work groups (consisting of contractors, government civilians and
military personnel with technical backgrounds) for the purpose of implementing the Combatant Commander's or
Director of Operations guidance to support of the Commands' and certain Department of Defense missions.
Knowledge of civilian and military personnel management concepts, principles, procedures and the Chairman's
Readiness System, Defense Readiness Reporting System (DRRS) and applications supporting readiness reporting and
Joint Combat Capability Assessment (JCCA) processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
