Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Personnel Security Specialist, you will use your knowledge and experience to optimize business results and customer experience by: Providing services that support the mission of the organization, including security and public safety. The Personnel Security Operations Branch ensures that employees, contractors, and applicants for employment undergo a level of background investigation appropriate for the position they currently hold or will occupy as well as meeting the U.S. Office of Personnel Management (OPM) requirements for the reinvestigation schedule. Managing and administering the organization's personnel suitability and security clearance program, verifying personal identity, processing and initiating suitability or security clearance requests, making final suitability & fitness determinations, authorizing and administering facility access, issuing ID badges for personnel, administering security awareness programs. Advising and collaborating with other divisions regarding investigative reports concerning actionable information which could impact personnel suitability and security implications relating to an employee, contractor/vendor or others requesting access to the organization. Independently resolving gaps in specificity or conflicts in guidelines, consistent with stated security program objectives, and participating in the development of guidelines and new methods, criteria, or proposed new policies for use by other specialists and program staff within the organization in administering personnel security functions. Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

Requirements

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: For GS-11: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing at least three (3) of the following: Performing support tasks related to personnel security administration that include tracking the onboarding/intake security process and/or ensuring the timely compliance of each applicant. Communicating with applicants on required documentation for personnel security. Using office automation equipment and software applications (i.e. word processing, spreadsheet, database management, PowerPoint, etc.) to collect, research, and/or analyze data for the development of accurate and dependable reports. Utilizing automated systems for background investigations such as the National Background Investigative Services (NBIS) electronic application (eAPP) and/or Position Sensitivity Designation Tool (PDAT). -OR- Education Substitution: Successfully completion of a Ph.D. or equivalent doctoral degree (e.g. LL.M) or three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (You must provide supporting transcripts.) -OR- Combination of specialized experience and education as described above that, when combined, equal 100% of the total requirement. (Must submit transcripts.) For GS-12: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Assisting primary adjudicator with case reviews, assesses, or analyzes information from various sources for making suitability recommendations. Initiating, reviewing and/or submitting background investigation requests. Conducting operational audits of the personnel security processes. There is no substitution of education for experience at the GS-12 grade level of this announcement. For GS-13: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Serving as independent adjudicator with the ability to make suitability determinations for existing employees or applicants utilizing current federal adjudicative standards. Participating in projects to develop work plans for personnel security or suitability case processing operations. Leading, coordinating, and/or developing security educational or awareness presentations. There is no substitution of education for experience at the GS-13 grade level of this announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment.
