This position is located in the Office of the Under Secretary of Defense, Office of the Deputy Comptroller, Budget and Appropriations Affairs (OUSD(C) (BAA)) and is responsible for supporting DoD engagement with the congressional appropriations committees and advising the USD(C) on all matters relating to DoD Congressional relations that are under the supervision of the USD(C).

Duties

Incumbent typical work assignments may include the following: Serves as a Congressional Liaison and the point of contact for all inquiries from the congressional appropriations committees and their members. Coordinates inquiries and responses across the Department including OSD Components, Military Services, JCS, DoD Agencies, and other Federal Agencies, often conferring with senior officials to ensure the Department is responding to Congressional requests and D. C. offices in a prompt and proper manner. Facilitates communication within the Department of Defense (DoD), congressional appropriations committees, their members and staff, and other elected officials to support components in the development of programs and advancement of the Department's position related to budget and appropriations issues. Researches and performs special projects at the direction of the Assistant and/or Deputy Comptroller for Budget and Appropriations Affairs involving issues relating to congressional concerns and management's responsibilities in these arenas.

  • This position may require you to work other than normal hours, which may include evenings, weekends, and/or holidays and/or overtime.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as assisting with performing congressional/legislative research or analysis and engagement regarding budget or appropriations to support senior Department leadership engagements with the U.S. Congress; compiling and tracking data or research committee issues regarding budget or appropriations; and preparing briefing papers and position papers, read-aheads, status reports, or background papers regarding budget and appropriations for leadership. For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as performing congressional/legislative research and engagement or analysis regarding budget or appropriations to support senior Department leadership engagements with the U.S. Congress; maintaining the Congressional tracking and archiving report for requests for information and engagements; and assisting with preparing responses to congressional inquiries concerning budget or appropriations. For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. Specialized experience is defined as performing congressional/legislative research or analysis and engagement regarding budget or appropriations to support senior Department leadership engagements with the U.S. Congress; providing information and analysis for participation at Congressional hearings, meetings, and briefings regarding budget and appropriations; and advising senior level officials on issues related to the DoD budget and appropriations. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
