About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Cyber Command, Fort Meade, MD.
Duties
Serves as a Financial Management Analyst, with a strong focus on payroll, the Oracle Time and Labor (OTL), Defense Agencies Initiative (DAI) and Defense Civilian Pay System (DCPS).
Applies knowledge of accounting, budgeting and resource management practices, programming, regulations, procedures, and system administration, to the review and analysis of financial transactions, financial system data/reports, etc.
Analyzes and determines financial status of accounts and provides advice and recommendations when interpreting and explaining data elements and implications on payroll and/or financial related topics.
Provides both technical and functional advice/resolution to inquiries from end user and financial management staff on how payroll/financial system function, reports and business needs.
Maintains a functional knowledge of multiple payroll systems, and policies and procedures.
Performs a full range of Customer Service functions for a variety of customers.
Participates in meetings, task groups, and committees to obtain and disseminate resource management information.
Manages and maintains budget/financial systems; provides analysis, recommendations and advice to customers,
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must have or be able to obtain and maintain a Secret Clearance.
- Position requires temporary duty (TDY) business travel of up to 10% of the time.
- Certification Level 2: Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

GG-09 LEVEL: Specialized experience at the GG-09 level: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) utilizing financial systems to reconcile financial or budgetary data; 2) reviewing financial data for accuracy and/or financial management compliance and; 3) assisting with cost-benefit analysis of programs and/or manpower.

I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Finance, Business Management, etc. (Note: You must attach a copy of your transcripts.)

Combination of Experience and Education Substitution for Specialized Experience for GG-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GG-11 LEVEL: Specialized experience at the GG-11 level: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) assisting with drafting and/or formulating budgets or task plans; 2) conduct cost-benefit analysis of programs and/or manpower; 3) recommending solutions for financial plan objectives or discrepancies and; 4) Utilizing payroll automated system(s) to research reports and provide guidance.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, finance, Business Management, etc.(Note: You must attach a copy of your transcripts.)

Combination of Experience and Education Substitution for Specialized Experience for GG-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. GG-12 LEVEL: Specialized experience at the GG-12 level: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) providing advice and/or guidance in financial areas (such as budget analysis, cost analysis, and management programs; 2) utilizing various automated financial systems in order to access data and create reports as needed and; 3) advising management on program issues, policies and procedures and making recommendations for corrective action.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
