This position is located at Captain James A. Lovell Federal Health Care Center, Chicago, Illinois and is aligned under Dental Service. This position is at the full performance level and located in the Supply Chain Management (SCM) Department. a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout N. Illinois and WI which provide medical and dental services to Veterans, Recruits, and Active Duty and eligible beneficiaries.
Duties
Mail Work-60%:
The employee sorts and dispatches all facility mail from the US Postal Service (USPS), United Parcel Service (UPS), and Federal Express (FedEx) in a safe, accurate, and timely manner. Performs general mail handling and distribution, to include sorting, opening, dating, stamping, classifying, processing, and routing mail.
Ensures that incoming public inquiries and staff mail is properly opened, read, date stamped, and sorted into established categories for distribution to appropriate units and staff.
Examines all incoming mail for potentially harmful or dangerous situations (e.g., explosives or combustible materials).
Determines urgency and sensitivity of incoming express mail, priority mail, overnight deliveries, and hazardous and perishable materials for proper handling and delivery. Records, processes, and controls registered, insured, priority, reply/certified, signature, and delivery confirmation mail.
Approves or denies request for priority mail, insurance, etc., based on the immediate situation.
Filing Work-10%:
Performs general filing using the alphabetical, numerical, and chronological filing systems to file reports, correspondence, records, publications, directives, and similar material. Determines applicable retention and disposal authorities, screening, and preparation of files for retention and disposal. Arranges records for scheduled disposition, reference, retrieval, and storage.
Maintains file work by adapting or changing established file procedures using a subject, alpha, decimal, or alpha numeric classification system.
Other Work Duties-30%:
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

General Experience: No specialized experience is required. You must have one year of general experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization.
Examples of general experience: would typically include, but are not limited to: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school.

Physical Requirements: The work performed requires prolonged standing, walking, stooping, bending, and lifting to transport file records, supplies, equipment, heavy packages, and mail bags weighing under 5 pounds. Heavier items are move with weight handling equipment or with assistance from co-workers. Work is generally performed in an office setting that is adequately lighted, heated, and ventilated, with limited exposure to inclement weather conditions when walking outdoors between the main building and auxiliary buildings to deliver or pick up mail. There is a remote possibility of exposure to contagious disease in patient contact areas. Safety precautions must be observed in the operation of reproduction and mail equipment.
