This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Lead Analyst for the Strategy and Plans Directorate for the Office of the Deputy for Acquisition and Systems Management (DASM) that serves as the focal point for HQDA level analysis and studies for Acquisition.
Duties
• Conceives and develops or modifies operations research, simulation and general quantitative techniques to identify the most effective means to analyze and evaluate current and projected Army Acquisition plans and programs under varying conditions
• Determines and applies analytical tools to conducts in-depth analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals, financial resources, and policies.
• Determines priorities, skills, and personnel required to accomplish desired objectives.
• Articulates and communicates program issues under review, and deadlines and time frames for completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- Incumbent may be required to perform occasional Temporary Duty Travel (15%).
- Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
- Eligible for situational telework only, including emergency and OPM prescribed"unscheduled telework".

Basic Requirement for Operations Research Analyst:Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. - NOTE: Transcripts are required.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1. applying mathematical or statistical tools, models, methods, and techniques to evaluate data; 2. identifying actual or potential problem areas, trends, and similar factors to improve agency program operations; 3. providing decision makers with sound, scientific, and quantitative information as a basis for making decisions; and 4. Advising on policy, prioritization, direction, and coordination of analytic efforts and relevant activities to ensure studies, analyses, and assessments are aligned to strategic objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).
