This position is within the Bureau for Resilience, Environment and Food Security (REFS), at the U.S. Agency for International Development (USAID).

Duties

Coordinates the work of a technical steering committee to inform food security strategy and decision-making. Manages support to operating units to understand and advance the policy and economic landscape desired to promote food security goals. Serves as a policy expert, advising on, implementing, and disseminating core elements of the bureau’s approach to strengthening food systems policy and institutional architecture. Oversees the work of a division: Manages a division work plan, oversees management of policy mechanisms, reviews and edits technical and strategic work products. Executes supervisory responsibilities: Manages staff performance and professional development and ensures staff adherence to agency, bureau and office policies and procedures. Represents the division, office, bureau or agency in relationships with partners and stakeholders concerning food systems policy and food security strategy.

Qualifications

Specialized Experience: GS-15 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include; 1.Demonstrated leadership, supervisory and/or managerial experience; 2.Demonstrated experience in managing consultative processes for strategy development that incorporate multiple views and perspectives; 3. Demonstrated technical knowledge of policy systems and policy processes at multiple levels (e.g., local, national, regional); 4. Demonstrated knowledge of food security, resilience, agriculture and agriculture-led economic growth, and nutrition; 5. Demonstrated understanding of international development programming; 6. Demonstrated communication or relationship management skills. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. Selective Placement Factor- Demonstrated experience in international food security and agriculture, e.g., resilience, agriculture and agriculture-led economic growth, and nutrition. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
