You will serve as the Center Expert and Commodity Risk Assessment Engineer (CRAE) for the Microelectronics Packaging and Circuit Board (MPCB) commodity. You will serve as the single point of contact for defining mission assurance requirements and applying advisories, alerts, application notes and errata, and lessons learned to the procurement and usage of Packaging and Printed Wiring Boards (PWB), as well as characterizing the risks associated with Packaging and PWB processes.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Identify, characterize and recommend resolutions for crosscutting and high impact issues that are driven by requirements, materials, processes, and products or suppliers that result in suboptimal hardware performance, reliability or quality.
Manage research and development efforts with the objective of better understanding technology or system performance, failure-free lifetime, relationship of defects to failure scenarios, and root cause of failures.
Manage, review, and maintain policies and methods for Agency-level alerts, advisories, and internal lessons-learned and applies crosscutting and individual guidance to flight projects.
Serve as the organization specialist for printed circuit board (PCB) quality assurance and reliability.
Provide technical leadership on technology research, supplier assessment and mission support teams for issues related to printed circuit boards.
Apply risk analysis in the establishment of requirements across a range of project risk postures and in the assessment of the reliability and acceptability of printed circuit boards that do not conform to requirements.
Provide authoritative project decisions, programmatic advice, and consultation to contractors on variables and unknowns affecting planning, coordination, and critical technical problems with respect to safety, costs, performance and reliability.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Serving as a subject matter commodity expert in the area of Packaging and Printed Circuit Boards (PCBs);
Reviewing, evaluating, and conducting reliability studies and risk assessments;
Collaborating and communicating effectively to complete projects and meet deadlines.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Developing and implementing Packaging and Printed Circuit Board (PCB) production and quality control processes;
Performing risk management assessments utilizing research and reliability studies;
Providing authoritative commodity usage guidance and application consultation;
Resolving conflicts or problems that impede progress or jeopardize fulfillment of objectives.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
