Duties
As a Program Analyst, you will:
Writes major policy and procedural documents covering broad and technically complex issues which bear on major Departmental or Congressional initiatives; for example, economic/financial or socio-economic analyses of alternative public housing financing mechanisms.
Analyzes new or proposed program policies and their impact on current overall housing policies, especially with regard to socio-economic or financial impacts and trends.
Reviews and analyzes legislative proposals and their impact on existing programs.
Prepares responses to inquiries from high-level officials involving highly technical programmatic issues, including testimony for appearances of program officials before Congressional committees, briefing materials for these officials and explanatory materials for use by Congressional committees in relation to proposed legislation.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Analyzing policy and developing recommendations for new or revised policies and procedures related to assisted housing programs; AND
-Writing technical policy papers and reports that include controversial issues and presenting them.; AND
-Collaborating with program officials, residents, Federal, state, local government officials, or citizen groups on a variety of housing project technical matters.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
