This position serves as Management Analyst performing analytical, budgetary, planning, risk management, project reporting and other special projects in support of the mission of the Veterans Health Information Exchange (VHIE) program within the Clinical Informatics and Data management Office (CIDMO), Office of Health Informatics (OHI).

Duties
Major duties include but are not limited to:
Provides position management advice and recommendations to agency managers, including providing advice on distribution of workload among positions and organizations, and appropriate skills mix, or categories of employees, needed to do the work.
Has overall project responsibility as the primary organizational or project representative conducting bureau-wide or major components thereof, for studies or projects dealing with significant changes in workforce distribution, positions, or related organizational structures.
Performs special projects of an analytical, evaluative, technical and/or developmental nature for which there are often no established processes or methods.
Work closely with technical personnel at the OHI Field Offices nationwide, VA Headquarters program Offices, the Veterans Integrated Service Networks (VISNs), medical facilities, and other VHA facilities and external governmental and private sector agencies and organizations such as the Department of Health and Human Services (HHS).
Analyses, presents, executes, and analyzes organizational budgets.
Serves as service or project expert on budgeting and financial management issues and activities.
Performs work related to developing and monitoring quality programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes.
Develops service-wide quality programs, plans, procedures and methodologies.
Maintains a records management program by incorporating health information record exchange programs for the agency, organization or program.
Participants in the establishment and sustainment of a records exchange program for a major functional organization or program at the national level.
Work Schedule: Monday - Friday 08:00 AM - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems as relates to Health Information Exchange.
Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of health information exchange programs.
Knowledge of health information programs and systems.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of health information programs and systems, health information technology initiatives and health information record exchange programs to include implementing policy, standards and guidelines for an interoperable records function.
Experience with a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, and experience planning and organizing team study work and negotiating effectively with management to accept and implement recommendations.
Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of health information programs and systems.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Some travel may be required.
