You will serve as a Program Manager in the Digital Program Office, Cyber Engineering and Digital Transformation Directorate (SEA 03) of NAVSEA HQ FIELD SUPPORT. This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-04 pay band encompasses positions equivalent to the GS 14-15 grade levels.

Duties

You will oversee and manage a portfolio of programs including Navy, Maintenance, Repair and Overhaul, Model Based Product Support, Navy Maritime Maintenance Enterprise Solution, and Situational Awareness Boundary Enforcement and Response. You will provide authoritative guidance and advice to the Deputy Commander and Executive Director along with other senior level managers and staff executives concerning unusual or critical problems that often impact the work of others. You will manage project team activities, progress, and scheduling to ensure successful performance. You will approve specific program goals, and ensure the establishment of supporting goals and milestones in coordination with functional elements to ensure optimum execution in terms of schedule, cost, scope, acquisition, budget, and quality. You will provide program leadership to ensure commitments to and from various stakeholders are met and execution targets are achieved. You will resolve conflicts between and among stakeholders with competing agendas and interests while maintaining cohesiveness in program effort and direction. You will analyze deviations and problems, and develop solutions to ensure commitments are met. You will direct the allocation of resources to ensure objectives and commitments are effectively met. You will oversee the management of actual resource utilization (funds and manpower) to ensure effective resource utilization consistent with established budgets, and initiate action to align resources as required. You will conduct periodic program reviews and analysis briefings to compare progress with objectives and established milestones. You will establish work assignments to be accomplished by the employees. You will set priorities and prepare schedules for work completion.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector reviewing program requirements (e.g. contracting, resource allocation, strategic planning, risk assessments, performance measure and reporting, personnel management, budget planning, development and execution, or financial management) to develop strategies or methods at meeting project milestones, schedules, or objectives for the design, development, acquisition, construction, or maintenance of shipboard systems on surface ships or submarines.
