You will serve as a REAL PROPERTY ACCOUNTABLE OFFICER (RPAO) in the Asset Management division of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Salary for the GS-11: $73,572 - $95,641
Salary for the GS-12: $88,183 - $114,634
Duties
You will certify Navy Real Property Inventory is complete for annual submission.
You will maintain Real Property (e.g., land, buildings, utility systems, structures) records to reflect additions, deletions, and changes
You will interpret instructions or regulations to determine changes in program procedures, operations, or functions.
You will discuss problems affecting tenant and landlord to ensure problems are resolved.
You will present findings on unresolved real property issues to appropriate personnel.
You will maintain Real Property data in accordance to established procedures and standards.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of real property management, accountability, and control procedures; 2) Applying the principles and methods of Real Property Inventory and Real Property Inventory Reporting; 3) Addressing changes to real property inventory as defined in the command Business Management Systems (BMS); and 4) Adapting, analyzing, planning, refining, modifying, and building consensus while remaining consistent with real property inventory methods and techniques. TO QUALIFY FOR THE GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) At least 3 years' experience with navy financial systems including CFMS/SABRS or ERP. 2)Comprehensive knowledge with a minimum of 3 years' experience of all aspect of the NAVFAC Funds request, processing and management including private party. 3) Substantial experience, at least 3 years with the NAVFAC funds tracking tools (IeFacman) and with MAXIMO. 4) Demonstrated significant leadership skills through the leading of teams through difficult issues and/or creation and implementation of new process requiring significant change.

Education

You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher level education leading to a Ph.D. or equivalent degree.
OR
You have successfully completed an LL.M. degree that is related to the position filled.

You have a combination of experience and graduate education as described that equates to one year of experience.
