You will serve as the Facility Support Contracts Branch Head in the Facilities Engineering and Acquisitions Branch, Public Works Department, NAS Oceana, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.
Duties
You will analyze program strategies to determine compliance with regulations, procedures, and management practices.
You will advise management on various types of contract strategies related to business operations to achieve optimum results.
You will assess employee work performance to determine if they are meeting established performance objectives.
You will identify actual or potential problems area and initiate or direct corrective action to ensure the application of sound management practices and procedures.
You will develop quality assurance contract criteria and preparation of quality assurance plans, contract specifications, and inspection reports.

You will manage Pre- and Post-award FSC contract action development, Pre-award specification development of CAT III/IV work, and the Post-award Performance Assessment oversight of the FSC Contracts.
You will ensure processing of all FSC actions and tracks with Acquisition Branch, using NAVFAC-designated web-based applications and databases (e.g., eProjects, eContracts) as well as any local tracking mechanisms

- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to obtain and maintain a current valid United States driver’s license.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing workload and resources, and adjusting priorities as required to meet customer requirements; 2) Collecting, researching, and analyzing data, then present the information in reports and orally; and 3) Applying procedures, requirements, regulations, and policies for base contract service operations to provide technical advice.
