You will serve as a PERSONNEL SECURITY SPECIALIST in the NAVY LEADERSHIP ETHICS CTR.
Duties
You will serve as advisor and direct representative in matters pertaining to the security of classified information, critical unclassified information, PII and PHI at the command and the eligibility of personnel to access classified information.
You will have responsibility for establishing and maintaining the Information Security Program and Personnel Security Program and oversee all collateral security programs involving assigned personnel and sensitive information they use and generate.
You will develop, direct, and monitor command policies and procedures for access to restricted, limited, or controlled areas.
You will review security investigation packages for accuracy and maintain security clearance records and files on all personnel having access to classified or sensitive material.
You will serve as the Command Security Awareness Coordinator, developing, implementing and administering a security education awareness program for all levels of military and civilian personnel assigned.
You will support existing operations security and insider threat training and awareness programs and detect, mitigate and respond to insider threats through standardized processes and procedures.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting DoD security regulations, directives and policies to advise personnel on information and personal security requirements; 2) Utilizing security programs/systems (Joint Personnel Adjudication System (JPAS), Electronic Questionnaires for Investigative Processing (eQIP)) to retrieve personnel clearance information; 3) Responding to requests for information (status of reports, suspense dates, information from files) in a timely and accurate manner; and 4) Communicating orally and in writing to develop briefing material, reports and presentations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree
OR
Have successfully 3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
