The primary purpose of this position is to serve as a member of the Air Force Office of Special Investigations (AFOSI) Specialized Surveillance Team (SST), in the conduct of physical surveillance operations worldwide. This position requires performing a variety of surveillance duties to identify, exploit and neutralize criminal, terrorist and intelligence threats.

Duties

Develop, manage and execute surveillance operation's plans for the most sensitive Counter Surveillance Surveillance Detection Team (CSSD), foreign counterintelligence (FCI)/ counterterrorism (CT), criminal investigations, to mitigate any potential threats to the Air Force (USAF), Department of Defense (DOD) and U.S. Government. Perform /support ongoing evaluation and analysis of the organization, training and equipping of the Specialized Surveillance Team (SST) operational program in support of major AFOSI mission and SST operational plans. Prepare and write comprehensive reports, operational plans, and other surveillance related reports. Specialize in the use, instruction, maintenance and integration of the full range of electronic surveillance devices, including but not limited to, camera, video, audio, tracking, and radio electronic equipment.

  • (cont'd) other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully preform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • (cont'd) political unrest, in which may involve a risk to the employee and require a range of safety precautions. The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)
  • (cont'd) Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. A pre-employment physical examination will be required.
  • The employee is expected to adhere to the standards of professional conduct for AFOSI personnel as outlined in the applicable AFOSI directives.
  • The employee may be required to work overtime and is required to work other than normal duty hours, which may include evening, weekends, and/or holidays. May be recalled to duty.
  • This position may be required the employee to work work in adverse environmental conditions. The employee may be required to live under field conditions, or work aboard various modes of transportation.
  • Position requires access to firearms. Persons convinced of a misdemeanor of felony crime of domestic violence may not occupy this position in accordance with the Gun Control act (Lautenberg Amendment) of 1968, as amended 30 Sep 96. (cont'd)

  • This is a Mission-Essential position preforming a Mission-Critical-function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a developmental position; this position may be filled at the GS-07, GS-09 or GS-11 grade level with promotion potential to GS-12. This position may also be filled at the Fully Qualified (cont'd)
  • (cont'd) GS-12 level based on the qualification of the candidate. The individual selected for the GS-07-Target-GS-12 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection, Investigation, Enforcement, and Compliance Series, 1801. ***Education can be a substitute for specialized experience at specific grade levels. For each education requirement, see the Education section below the Qualification section. *** GS-07/09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Investigations and Inquiries, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities and parties sufficient to knowledge of surveillance techniques and procedures related to law enforcement and counterintelligence investigations and operations. Knowledge of applicable U.S. federal statutes and related Uniform Code of Military Justice (UCMJ) punitive articles and the associated criminal elements. Advance knowledge on various surveillance techniques and procedures to accurately monitor, coordinate, analyze and evaluate intelligence in order to make sound tactical and decisive decisions during operations. Advance knowledge of the National Intelligence Community (NIC) structure and understanding of the function and mission of member agencies. Knowledge of the Department of Defense structure and understanding of the function and missions of member services.   • Expert/Advance knowledge on various surveillance techniques and procedures to accurately monitor, coordinate, analyze and evaluate intelligence in order to make sound tactical and decisive decisions during operations.
  • Knowledge to provide expert technical advice, guidance, and recommendations to agency management and other senior agents, officers, or inspectors on critical operations.
  • Skills in how to make recommendations which change the interpretation of laws, lead to new caselaw decisions, or influence the development and modification of significant policies or programs.
  • Ability to establish professional working relationships with coworkers, subordinates, high-ranking officials and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Ability to communicate both orally and in writing and solve problems technologically advanced methods and innovative approaches.
