Duties

DUTY 1 - Serves as the DAF C-InT Hub Senior Case Manager. DUTY 2 - Serves as the primary Counter-Insider Threat case management SME and advisor to the DAF C-InT Hub Director and Deputy Director, Operations. DUTY 3 - Serves as the DAF C-InT Hub Case Management Representative at conferences and meetings to present briefings and collaborate with other Insider Threat Program partners.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments up to 25% of the time.
  • Employee may be subject to a counterintelligence scope polygraph testing.

Qualifications

The primary purpose of this position is to serve as the Department of the AF Counter-Insider Threat Hub Senior Case Manager for planning, programming, managing day-to-day case management, stakeholder engagement and collaboration, and referral operations in support of the DAF C-InT Program. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Demonstrated knowledge of Federal, DoD, IC and DAF C-InT policies and guidelines; and wide-ranging knowledge of Insider Threat, Cyber Security, multi-source analysis, and Information Assurance tools and concepts. Comprehensive knowledge of communications policy requirements as it relates to the DAF C-InT Program and DAF C-InT Hub. Knowledgeable in making recommendations to significantly change, interpret, or develop policies or programs. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of strategic case management capabilities and processes, and National, DoD, DAF, and IC InT planning methodologies, tools, and techniques that effectively lead and monitor efforts to meet InT goals, objectives, and guidelines. 2. Knowledge of the relationship of the various DAF and DoD entities involved in overall planning and execution fo Counter-Insider Threat Programs. 3. Knowledge of Insider Threat principles, policies, products, and services, Intelligence Oversight, the Privacy Act, civil liberty concerns, as well as specific knowledge of the duties and responsibilities of each Hub function in order to assess risk factors, provide organizational situation awareness, and provide guidance relating to insider threat. 4. Knowledge of case management processes and principles encompassing IT security, IA, LE/CI, etc., which may be indicative of a potential insider threat and the ability to assess risk factors to reduce risk to the DoD and DAF. 5. Skill in written and oral communications in order to present sensitive information, recommendations on complex matters to higher authorities, develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information. 6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior management use and decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
