You will serve as a Supervisory IT Specialist (PLCYPLN) in the Joint Strike Fighter (JSF) Program Management Office (PMO) of NAVAIRWARCENAC DIV.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will maintain close interaction with both internal and external stakeholders to support development/refinement of strategic JSF development, fielding and sustainment plans.
You will provide authoritative information and advice to the JSF Program leadership team on the worthiness of major IT decisions and investments to support strategic planning on a continuing basis.
You will support the leadership team in documenting/presenting/justifying IT budgets and specific capital planning initiatives to the Navy, Air Force and Marines.
You will serve as a member of DoD and inter-agency panels and working groups concerned with assessment of technologies and standards pertinent to IT resources and functions.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (NM-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing information technology (IT) policy and planning issues to resolve problems; 2) Participating in comprehensive reviews to identify under-performing program/project elements and identify and/or direct corrective actions; 3) Leading information technology (IT) system development projects to ensure effective network environments for an organization; 4) Directing technical analyses to weigh potential performance enhancements against resource constraints and risk factors; and 5) Briefing leaders on information technology (IT) program particulars (e.g., requirements, concepts, solutions, deployment, and operation).
