The Business Operations Staff Office (ADE-10) manages the business of ADE including budget, financial planning,
data calls, business planning, processes and contract oversight and strategy which enables ADE flexibility and resource scalability by demand. As the ADE lead, this position will provide organizational program management support to ensure effective delivery of services across ADE.
Duties
The Program Analyst position is a recognized subject matter expert in providing analytical support and guidance to ADE for ensuring effective delivery of services, and efficient use of organization's resource. The analyst provides leadership for highly complex and challenging Solutions Software Delivery contractual activities and business operations of ADE under the minimal direction of a manager. Acts as a principal specialist to develop new and innovative approaches, methodologies, and techniques to define and direct challenging projects and activities to best provide data, tracking, analytics to optimize efficiencies across ADE. Conducts program analyses to advise management on critical, complex planning and resource utilization issues across ADE. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.
Applies experience and expert knowledge of analytical and evaluative methods and techniques to conduct functional activities for assessing program operations and organizational effectiveness and efficiency, including the planning and development; and often require the development of new and innovative approaches. Gathers and compiles technical requirements and translates into contractual documentation such as contract packages, including but not limited to, Statement of Work (SOW), Independent Government Cost Estimate (IGCE), Sole Source Justification (SSJ), and other contracting documentation. Analyzes program's accounting and expenditure data and advises management of unusual deviations from established plans. Develops and maintains tracking systems, and reviews documents for accuracy and validity of need, resolves discrepancies in accounting data and identifies trends and problem areas which are indicative of inefficient resource utilization. Stays alert to changing customer needs and challenges, seeking and using customer feedback and suggestions to enhance effectiveness.
