About the Position: Responsible for assisting in conducting the Commander's public affairs program for the District. Incumbent is also responsible for providing command communications guidance, coordinating media services/community outreach programs, and executing strategic communications/e-communications activities.
This position is eligible for situational telework. This position is NOT eligible for full-time telework.
Duties
Coordinate with subject matter experts on the development of presentations and message points for key issues.
Respond to information requests about the District from local, regional, and national news media.

Advise and assist the PAO in coordinating regional public affairs program and resources.
Identify issues involving misinformed or uninformed publics and designs.

In order to qualify, you must meet the education and/or experience requirements described below. GS-11 Minimum Qualifications:
Specialized experience: One year of specialized experience which includes: 1) planning communication activities for a Public Affairs Office; 2) identifying public affairs issues and providing input to ensure effectiveness of a public affairs program; 3) developing public information materials and/or presentations to be disseminated through mass media. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Journalism, Communications, Public Relations, Public Policy, or a related fields. (Note: You must attach a copy of your transcripts.)
OR
Combination education and specialized experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
Minimum Qualification GS-12:
Specialized Experience: One year of specialized experience which includes: 1) planning/executing strategic communications and e-communications activities for the Public Affairs Office, responding to media queries and information requests; 2) identifying public affair issues and/or opportunities to ensure efficiency/effectiveness of program metrics; and 3) preparing presentations and/or message points of key issues related to the organization or Public Affairs Office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
