The Assistant Inspector General, Technology Services (AIG, TS) serves under the direction of the Deputy Inspector General (DIG). The AIG, TS is responsible for conducting, supervising, and coordinating Information Technology (IT) audits and a full range of advanced computer and statistical techniques, including data analytics.

Duties

The Inspector General (IG) of the Department of Education (Department) heads an independent and objective organization responsible for audit, investigation, and other services related to programs and operations of the Department. The Inspector General provides leadership and coordination and recommends policies for activities designated to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such programs and operations. The IG is the principal advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department’s programs and operations and the necessity for and progress of corrective action.

  • Must be able to obtain and maintain Top Secret security clearance.

Qualifications

Basic Experience Requirements You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below. 1.    Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.    Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.    Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4.    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. As a basic requirement for entry into the SES, you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization.  The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and, evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or non-governmental organization.  Your experience should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and exercising important policy-making, policy-determining, or other executive functions. If your experience does not include these basic qualifications you will not be determined qualified for this position.  You must fully address each ECQ and MTQ.  If you fail to do so, you will be rated as ineligible. EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You should provide 2 written examples for each ECQ and your ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.To view additional information on the proper preparation of Executive Core Qualification statements available on the Office of Personnel Management's website please click here.MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ. MTQ 1: Extensive knowledge and experience on providing guidance and oversight for implementing information technology strategies to support audit and investigation requirements, with special emphasis on the delivery of data analytics support, applications, and products. Extensive knowledge and experience in managing or providing oversight of Federal Information Systems.  MTQ 2: Expert knowledge of the concepts, principles, and methods of information technology management, including system design, implementation, maintenance, and modification for both technical and office administrative functions. Expert knowledge of OIG programs and operations and their interoperability between investigative and audit mission requirements. MTQ 3: Expert knowledge in communicating effectively with high-level Federal officials and the private sector. Demonstrated experience directing, auditing, or evaluating an enterprise-wide IT, data analytics, and/or cybersecurity function. Expert knowledge in leading the development and production of high-quality work products. When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.Applicants who use "see resume" as a response WILL NOT receive consideration for the position.
