This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Travel and Relocation Division. As a Management and Program Analyst (Overseas & Relocation) you will be responsible for administrative aspects of DFC's operations and staffing abroad, and providing lifecycle support for all agency funded domestic and international relocations.
Duties
Serves as a Management and Program Analyst (Overseas & Relocation) for Office of Administration components responsible for addressing administrative aspects of DFC's operations and staffing abroad, and addressing agency funded employee relocations in support of the agency's domestic and international Relocation Program.
Supports life-cycle activities and facilitates deployment of employees and Domestic Employees Teleworking Overseas (DETO) ensuring compliance with Foreign Affairs Manual (FAM) regulations and agency policies.
Coordinates with agency stakeholders and respective department managers to prioritize, review, manage, and report on overseas employees, contractors, and eligible family members.
Develops and designs management procedures to ensure agency needs for foreign and domestic travel are correct, timely, and well executed for DFC employees and their family members.
Develops stakeholder engagement strategy and overseas curriculum for DFC employees and increases involvement of stakeholders throughout the relocation lifecycle.
Interprets and applies federal statutes, regulations, policies, and procedures of the DFC, Department of State, and Department of Interior to implement and execute overseas and relocation line programs.
Serves as an advisor and senior analyst with responsibility for administrative issues involving the planning, development, evaluation and management of resources to ensure all administrative services are operating efficiently and effectively.

Qualifications
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience providing customer service and administrative support to employees and other stakeholders to facilitate overseas administrative operations. Examples of this experience include:
1. Coordinating with organizational elements (e.g. security, finance, human resources, information technology, and records management) and external entities (e.g. Department of State, contractors, local officials outside of the Federal government) to provide logistical support for overseas operations;
2. Analyzing program data, identifying issues and changes in legislation or regulatory guidance, and proposing solutions to support long range implementation of overseas programs and relocation programs for domestic and overseas staff;
3. Interpreting and applying regulatory guidance, policies and procedures (e.g. Federal Travel Regulations, Joint Travel Regulations, regulations pertaining to Domestic Employees Teleworking Overseas, U.S. Department of State's Foreign Affairs Manual (FAM)/Foreign Affairs Handbook (FAH), or other related guidance) to ensure that legal, technical, and logistical elements of overseas programs and domestic and international relocation programs are in compliance; and
4. Preparing training materials, comments, point papers, graphs, charts, reports, or other materials and assisting with the development of internal policies and standard operating procedures to ensure adequate internal management controls are established and to communicate information to agency employees and stakeholders on overseas programs and relocation programs for domestic and overseas staff.
