This position is located at Consumer Financial Protection Bureau, OPERATIONS DIVISION. The incumbent serves as the Deputy Chief Data Officer (DCDO) and is responsible for facilitating data-driven decision-making by focusing on continuous improvement and cross-Bureau engagement.
Duties
The Deputy Chief Data Officer (DCDO) is responsible for facilitating data-driven decision-making by focusing on continuous improvement and cross-Bureau engagement. The DCDO manages programs and administrative activities of the Office of the Chief Data Officer. Key responsibilities include:
Serving as a data management subject matter expert (SME) and provide leadership and strategic guidance to the CDO on the development of the Bureau's Enterprise Data Strategy (EDS) and related policies and management initiatives further the goals of the Foundations for Evidence-Based Policymaking Act of 2018. Leading the implementation of the EDS by developing and implementing strategies and a roadmap to help achieve the EDS campaign goals established by the executive committee of the EDS. Managing regular engagement with the EDS Campaign Directors and contractor support team to achieve the EDS objectives. Analyzing data needs, assesses gaps in capabilities, determines requirements, and advise the CDO and other Bureau officials on the data strategy, in support of the Bureau's policy priorities and mission objectives.
Representing the CDO at internal and external meetings with Federal government leaders and other partners on topics that benefit the Bureau's data program. Building and maintaining strong working relationships with internal and external stakeholders through ongoing strategic communications, teamwork and interpersonal skills. Representing the CDO on matters of a significant, substantive nature at internal and external meetings, including the Chief Data Officer Council meetings, senior management meetings, CFPB's risk committee, and meetings with the OIG auditors and other senior leaders.
Working closely with the CDO, CIO, and other Bureau executives to align business and technology initiatives and support open data efforts by promoting the sharing and strategic use of data both internally and externally to leverage the Bureau's data as a strategic asset. Managing key partnerships between the OCDO's Information Management and Data Management functional areas with the Office of Technology and Innovation, Office of Finance and Procurement, Office of Human Capital, Administrative Operations, and CFPB's mission Offices to strengthen data management at the CFPB.
Working closely with the CDO and the OCDO Directors to define, manage and advance enterprise data management principles, policies and programs to leverage the Bureau's data assets to make informed decisions and increase efficiency. Providing leadership support to improve the Bureau's approach to lifecycle data management. Helping develop management strategies to carry out the duties and responsibilities of the OCDO in the most efficient and effective manner. Identifying ways to improve current processes through the use of current tools and technologies, informed by best practices.
Playing a central role in the OCDO's budgeting, procurement and workforce planning activities. Serves as the OCDO's budget POC and leads the budget formulation process, mid-year adjustments, open-obligations assessments, and oversees Investment Review Board submissions and other financial-related matters. Implementing a multi-year resource and procurement strategy for the OCDO to ensure efficiency and cost-effectiveness in the accomplishment of the OCDO goals to best serve the Bureau's mission. Making recommendations for improvement and structuring of positions and work methods to achieve optimal utilization of resources. Developing and recommending changes in program objectives, operations, and resource utilization to enhance accomplishment of goals and objectives.
Working with OCDO staff and leadership to ensure that appropriate policies, procedures, and guidelines are established for conducting the work of the OCDO teams that balances customer needs, resources and Bureau goals. Leading OCDO-related clearance activities and adjudicates concerns by providing expert guidance on incumbent areas of oversight. Implementing the Office vision, with goals and objectives that are communicated to staff and aligned to CFPB strategic objectives. Supporting the CDO to set the organizational tone and direction. Creating and models an environment that fosters and sustains diversity, knowledge sharing, and consensus building. Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience For the CN-71, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-60 grade level in the Federal service. (For qualification purposes, the CN-60 is broadly equivalent to the GS-14). Specialized Experience for this position includes:
- Managing a program with responsibilities for data management, data sharing or data policy and other senior-level responsibilities (i.e. program development, program implementation, risk management and compliance); AND
- Providing technical leadership and strategic guidance to executives in the development of a data strategy, data-related policies and/or data management initiatives for an organization; AND
- Analyzing data needs and facilitating data-driven decision-making at an organization by focusing on continuous improvement and strong cross-agency engagement; AND
- Leading operational activities related to budgeting, procurement and directing the work of contractors.

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience.
