Primary Purpose: To serve as a Quality Assurance Specialist in the evaluation/audit areas to observe and determine quality of in-process and after-the-fact maintenance, ensure prescribed technical and management procedures are followed and quality maintenance is achieved; provide current local maintenance guidance to managers, supervisors and technicians; manage the unit Technical Order Distribution Office (TODO) program and manage other quality assurance programs per applicable guidance.
Duties
Serves as the Quality Assurance Specialist (QAS) for the planning, implementation and execution of a quality assurance program that includes the full range of quality principles, concepts, inspection techniques, surveillance and evaluations related to quality assurance functional programs of all assigned aircraft, aircraft components, and associated systems.
Serves as technical advisor within the maintenance organization of aircraft and ground support equipment and processes.
Manages and administers various quality assurance programs. Administers unit aircraft weight and balance program.
Performs Technical Order Distribution Office (TODO) manager duties and responsibilities.

the position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Quality Assurance Series,1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge or quality assurance/control concepts, methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge or aircraft, related equipment and supplies, including manufacturing and processing methods, testing and inspection techniques, and the interrelationship of functional parts and assemblies. Knowledge of operating policies and procedures and related functional/administrative activities such as procurement, engineering, production, and supply to effect appropriate interface/coordination of quality assurance plans and programs. Knowledge of current computer system hardware and software support at the organization to include eTools, Commercial Mobile devices (CMD), work stations, file servers, operating systems and application software packages.

EDUCATION:
Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or, LL.M., with major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of quality assurance/control concepts, methods, principles, and practices, including statistical analysis and sampling techniques of assigned aeronautical systems and equipment.
2. Knowledge of technical systems, operating policies and procedures, program management, maintenance repair methods and processes as well as inspection, test, and measurement equipment and techniques.
3. Skill in interpreting and applying technical data, regulations, publications, and other guidance material.
4. Skill in conducting technical reviews, studies and investigations, problem/trend analysis, preparing technical reports and developing logical/documented recommendations.
5. Skill in establishing and maintaining effective interpersonal relationships throughout the various departments and skill to coordinate quality assurance plans and functions with these activities.
6. Ability to manage Technical Order Distribution Office (TODO), eTools and Commercial Mobile devices (CMD) to include Technical Order documentation, procurement procedures, filing procedures, distribution procedures, and subject matter content of the material sufficient to classify, retrieve, distribute, conduct search, and disposal of materials.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
