Duties

The primary purpose of this position is to serve as Project Officer and Quality Assurance Representative (PO/QAR) for the C-5 Aircrew Training System (ATS) and Air refueling Part Task Trainer (ARPTT) contracts at Lackland Air Force Base (LAFB). Serves as the LAFB site Project Officer (PO) for the C-5 ATS and ARPTT. Primary point of contact (POC) for all aspects of contract Quality Assurance for C-5 Aircrew Training System (ATS) and Air Refueling Part Task Trainer (ARPTT) at LAFB. Project Officer for Safety and Environmental compliance; Base Security requirements and government property used by the ATS contractor at LAFB. Serves as the C-5 Functional area Chief (FAC) for Information Security. Arranges for necessary inspections and certifications from base agencies for handling, processing and disseminating classified materials/information as it relates to aircrew training requirements. Coordinates with contractor operations and ensures the contractor establishes a Visitor Group Security Agreement (VGSA) in accordance with the LAFB Industrial Security Program. Responsible for ensuring contractors have documented security processing. Coordinates all Information Security requirements, certifications, and inspections with contractor's assigned Security Manager. Serves as Training System Support Center (TSSC) facilities manager. Responsible for identifying building maintenance and upkeep. Serves as point of contract for Base Operational Support issues. Responsible for coordinating related contracts for Operations Group (OG) support. Serves as point of OG support requirements and coordinates with 433rd Logistics Readiness Squadron (LRS) for inclusion into the base support agreement.

  • Required to maintain currency on changes in Acquisition Quality Assurance, Management of Government Property, Safety and Security advances in fields related to training programs.
  • This position requires Level II certification in Acquisition Quality Assurance in accordance with the Acquisition Profession al Development Program (APDP).
  • Work will require some travel away from normal duty station.

  • Performs other duties as directed by the supervisor.
  • Must be able to demonstrate initiative, willingness and ability to learn new procedures for job accomplishment.

  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is/are subject to the possibility of a random drug testing.

Qualifications

(Cont.) Conditions of Employment: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements; Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; Identifying inadequacies and requesting corrective action; Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of DoD, Air Force and Command regulations and directions for Acquisition of Services, Quality Assurance, Configuration Management, Government Property, Acceptance Testing, Metrology, Safety, Hazmat, and Information and Industrial Security. Ability to develop and implement. a comprehensive Quality Assurance Surveillance Plan (QASP) that mirrors contract requirements and ensures a high probability of detecting non-compliance. 2. Broad knowledge of and experience in Government Acquistion and life cycle management of services, training devices, support equipment and spares. Comprehensive knowledge of the FAR requirements and clauses on Government Property and material control processes such as identification, segregation, protection, replenishment, inventory records, accountability, and disposition. 3. Thorough knowledge of the onsite training devices 2 Weapon System Trainers (WST), Cockpit Procedure Trainers (CPT), Air Refueling Part Task Trainer (ARPTT), Cargo Load Training Device, and Computer Base Training (CBT) equipment. Knowledge of equipment configurations, operating characteristics, security and safety programs, maintenance, repair, and modifications procedures. 4. Broad knowledge of the practices, polices, and procedures of functional and administrative activities such as contracting, supply, and technical activities with the skill in effecting appropriate interface/coordination of complex system plans and the safety aspects associated with these activities. Ability to integrate quality assurance program efforts with tother functional administrative functional disciplines such as engineering, procurement, configuration management, training mission requirements, operations, logistics and test and evaluation. 5. Practical knowledge of computer systems used in image generation, multi-media processing, database generation, area networking, and real-time simulations. Comprehensive knowledge of Aircrew training systems operations and maintenance. Ability to read, understand, interpret technical data, specifications, and engineering drawings. 6. Skill to conduct Acceptance Test Procedures, Quality Assurance and Configuration audits on training devices. Knowledge of Safety, Information Security, and classified material regulations. Excellent skills and ability for performing oral and written communications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
