This position is located in the Division of Resolutions and Receiverships (DRR), Financial Services and Technology (FST) Branch, Technology Management and Business Intelligence Section of the Federal Deposit Insurance Corporation, in either San Francisco, CA, New York City, NY, Dallas, TX or Washington, D.C. FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES). Salary reflects a pay cap for this position of $275,000.

Duties

Manages and directs all aspects related to IT and is the principal advisor to the Deputy Director Financial and Technology Services Branch on IT policies and the impact of new technologies. Develops and implements the IT strategic vision for the Division in accordance with that of the Corporation. Serves as the central point of contact for the Division’s IT products and services portfolio that automate core DRR processes for marketing and resolving failing banks, servicing depositors, settling claims and managing assets. Reviews proposed automation initiatives from a Corporate and Divisional perspective and makes specific recommendations to the Deputy Director. Serves on the Corporation’s IT committees and councils as directed by the Deputy Director. Directs development of DRR’s business process models which incorporate Divisional alignment and are used to identify process improvements, streamline existing processes, and serve as input to automation proposals. Manages development of cost benefit analysis and business value artifacts to justify IT investments. Partners with business and IT stakeholders to ensure delivery of measureable benefits through the use of technology. Establishes a framework for communicating current state business challenges and articulates a business-centric vision, IT investment strategy and technology roadmap. Leads business driven development activities for the Division. Prioritizes the Division’s IT investments in collaboration with DRR executives and provide recommendations. Ensures investments are properly managed, controlled and implemented using leading project management and agile practices. Provides project management support for key initiatives within the Division. Provides business intelligence services to the Division. Maintains DRR’s business intelligence environment. Oversees development of effective and timely reports for key decision-making by executives. Exercises supervisory personnel management authority ensuring that all operating programs under his/her direction are administered effectively and in accordance with statutory mandates and broadly stated objectives and priorities. Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities. To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Technical Experience 1: Experience in managing and directing all aspects of mission critical work associated with defining and administering the Unit/Division’s/Organization's business information technology (IT) strategy and IT portfolio; and Technical Experience 2: Experience in serving as the principle advisor to the Organization/Division/Unit on the IT program direction, business process automation, business driven development activities, business intelligence for DRR applications, IT resources and services.
