The primary purpose of this position, PROGRAM ANALYST, GS-0343-13, is to serve as the Joint Bases Analyst with responsibility for specific Joint-based installations support. In this capacity, integrates, synthesizes, and synchronizes the efforts of multiple levels and activities to ensure mutual understanding and unity of effort in all functional program areas.
Duties
-Provide technical review of proposed modifications to intra-service Memorandums of Agreement (MOA) and analyses associated agreements for Transfer of Accounting (TOA) between Service Components.
-Provide support on all Joint Base matters to senior leaders (GO/SES level).
-Work with other Services (Army, Navy, Marines) to resolve complex base issues, and formulates negotiated agreements.
-Lead teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.
-Represent the organization at executive levels within the Government and to contractor/industry representatives.

- SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN AN SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
- PHYSICAL EFFORT: Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items. No special physical effort or ability is required to perform the work.
- WORKING CONDITIONS: The employee works in an adequately lighted and ventilated office environment. Exercises normal safety precautions.
- Selectee may be required to serve a probationary or trial period.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is described as helping to ensure implementation within assigned program is consistent with existing legislation and current policy; plan and carry out installation management key account program initiatives which include interpreting and modifying policies and procedures to enable effective delivery of services; and/or negotiate, mediate, and resolve problems and conflict in program implementation.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of support functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of Installation and Mission Support organizations to provide high level staff guidance.
2. Knowledge of asset management principles, applicable public laws, concepts, theories, policies, directives, and procedures.
3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
4. Knowledge of business accounting and financial management principles and procedures.
5. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
