The primary purpose of this position is: To Serves as the Executive Operations Support Specialist for the Commander of the North American Aerospace Defense Command and United States Northern Command (NORAD and USNORTHCOM), a Bi-National Combatant Command (COCOM).

Duties

Serves as the Executive Operations Support Specialist for the Command Office. Performs high-level integration of analytical and time-sensitive activities. Serves as the Administrative Support Advisor for the Commander. Represents and performs Command liaison duties.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays.
  • Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • This position is eligible for situational telework, which is separate and distinct from the employee’s eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program.
  • Under DODI 1035.01 DAFI 36-816, Telework Program, a civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request
  • IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF)
  • which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.
  • A Key Position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.

Qualifications

Additional Conditions of Employment: May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. Leave accrual may be authorized upon request In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) Extensive in-depth knowledge of the mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions; (2) knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs; (3) utilizing Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events; (4) Extensive knowledge of NORAD and USNORTHCOM strategic plans and strategic planning processes in order to develop short and long range planning guidance in accordance with command policies and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that influence organizational mission objectives both operationally and strategically. 2. Knowledge of analytical and evaluative methods and techniques a to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas. 4. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of DoD organizations. Ability to react in a high stress environment to intense domestic's event situations, make critical characterizations, judgements, formulate recommendations that have major national impact/consequences, and transmit those recommendations clearly and concisely. 5. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. Knowledge of a comprehensive range of administrative functions, policies, procedures, practices, concepts, and theories related to mission management and operation. 6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings or reports to the Commander for use in decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
