The primary purpose of this position is to serve as senior computer scientist in the evaluation and implementation of computer programs to support cross functional projects that improve overall mission effectiveness. To manage the conduct of studies to determine the most efficient and cost-effective means of accomplishing the mission of the 96 Test Wing (TW).
Duties
Serve as senior level computer scientist, responsible for evaluating computer programs necessary to support the 96 TW management Information needs.
Study the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, nod maximize mission accomplishment and resources utilization.
Provide technical guidance, advisory support, and assistance, performs studies/evaluations on an individual basis or as n team member responsible for completing defined p011ions of an overall work effort.
Attend meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Represents the organization during visits with government and industry representatives.
Accomplish professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, by reading/reviewing technical journals and current literature, and participation in formal training programs.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: I have or will have within 120 days of closing of this announcement a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of this announcement at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. An example of creditable experience includes managing complex, large-scale projects designed to study and recommend IT advancements throughout the agency. Perform In-depth analysis of complicated systems to determine which are capable of supporting functional requirements and continued use, which should be enhanced, and which should be replaced by more advanced designs. Identify and apply specific software requirements for assigned projects. Analyze and translate technical specifications into integrated applications that automate business processes, reduce cost, and Improve quality of work products. Work as a team member on specific process improvement/reengineering and information technology projects. Establish assumptions, measure effectiveness of approaches, and evaluate available alternatives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate Statement:
Translate user requirements to Software features; write and maintain database procedures and functions using T-SQL; Participate in design meetings and code reviews; troubleshoot and fix software bugs; write formal software documentation; follow CMMI (Level 3) processes for software development; Design and implement web application code including:
Design new and modify existing database tables and schemas
Code User interface (Razor/Blazor, .NET, C#)
CSS Stylesheets
Client scripts (JavaScript)
Web Application Programming Interface (API)
Unit testing
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of computer science principles, concepts and practices applicable to a wide range of duties associated with informational systems software design and development activities. Requires a four-year degree in computer science or related field.
Ability to modify standard practices and adapt technique; to solve a wide variety of interrelated problems to adapt precedents and make departures from previous approaches to similar projects in order to provide for specialized requirements.
Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
Skill in applying analytical and evaluate techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations.
Ability to participate in study teams; originate new Ideas, projects, and methodologies; and execute projects and/or studies within established time constraints.
Ability to communicate effectively both orally and in writing; negotiates complex Issues; and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
