The primary purpose of this position is to serve as the Executive Administrator performing the duties listed as the Personal and Confidential Assistant to the Air Force Chief of Staff, a Four Star General position.
Duties
Advises staff on the interpretation and applicability of policies and procedures governing the preparation and processing of correspondence, electronic messages, and reports in a wide range of areas, to include Congressional inquiries, prepares scripts for briefing.
Executes schedule management for the Chief of Staff, to include establishing priorities, committing time, coordinating logistics, managing protocol, assembling background information, requesting and gathering read-ahead materials, reviewing all meeting read-ahead materials, arranging preparatory sessions, and delegating taskers or scheduling items to meeting point of contact or other senior management officials in the organization.
Maintains cognizance of the Chief's activities and those of key personnel above and below him/her in the echelon of command to be in valuable assistance to him in personal and confidential matters.
Serves as the authority and advises staff on the interpretation and applicability of policies and procedures governing the preparation and processing of correspondence, electronic messages, and reports.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge and understanding of the Administration's goals and objectives, management principles, practices, methods, and techniques to apply them throughout the organization. Skill in integrating administrative services with the general management of the organization. Expert knowledge of management policy, legislative practices and processes in order to advise functional managers or functional staff on ways and means to enhance the Chief of Staff's ability to develop new and innovative approaches for conducting activities and promote the application of sound business management practices. Comprehensive knowledge of the administrative structure of the White House, the U.S. Congress, the Department of Defense, and the Department of the Air Force. This knowledge is required to solve difficult work assignments, make competent decisions, and provide information to the appropriate person and/or organizations within and outside of the Department of the Air Force. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency or effectiveness of certain program operations carried out by the staff. Knowledge is applied by developing new or modified work methods, records and files, management process, and automating work processes in support of the Office of the Secretary.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commands views sufficient to respond to inquiries concerning activities of the organization and the ability to apply management and organizational principles and practices in order to provide direction, guidance, and assistance to the headquarters staff. Knowledge of pertinent administrative policies and procedures associated with command and visitor protocol, command and agency inspections, upward reporting, correspondence management and related administrative requirements. Ability to interpret existing guidelines to develop organizational operating procedures and guidance.
2. Extensive knowledge of protocol, traditions, customs and courtesies is required in order to appropriately and effectively interact with top-level government, foreign, and industry officials. Knowledge of basic administrative procedures including preparation of travel orders; familiarity with the Federal Automated Travel System; experience with budget, contracting, and resource planning procedures; and knowledge of civilian and military administrative function sand procedures.
3. Ability to interface and coordinate the work of the organization with other offices in the Air Force, Headquarters Air Force, other government agencies, and contracting agencies. Exemplary interpersonal and administrative skills are required to effectively organize coordinates, and negotiate (through systematic, professional efforts, that may involve multidisciplinary approaches) to meet the established and anticipated need of decision makers.
4. Knowledge of AF/CC and organizational priorities sufficient to schedule and delegate meetings in the best interest of the organization. Experience and knowledge gained by serving within the position is required to serve as a valuable tool to the Chief of Staff, the Special Assistant, the Senior Military Assistant, and the Military Assistant ( all of whom rotate in and out of the office). The knowledge required is gained through the experience of serving in the position. This knowledge and experience proves indispensable to providing the appropriate recommendations to the Senior Staff (what has worked, or has not worked, on similar or like issues in the past).
5. Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain supervisor's calendar, and to perform other substantive or administrative work of the organization. Understanding of established management principles, concepts, policies and objectives, pertinent administrative regulations applicable to the organization's mission and program objectives and the military organizational structure.
6. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency or effectiveness of certain program operations carried out by the staff. Knowledge is applied by developing new or modified work methods records and fields, management process, and automating work processes in support of the Chief of Staff office. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit when correspondence and reports. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Extensive knowledge of various computer systems to include iPad and Smart Phones. Skill in using small computer systems and current work processing and presentation software for building, storing, retrieving, developing and preparing responses to taskers, briefing, reports, and word processing documents. Comprehensive knowledge of the administrative structure of the White House, the U.S. Congress, the Department of Defense, and the Department of the Air Force. This knowledge is required to solve difficult work assignments, make competent decisions, and provide information to the appropriate person and/or organizations within and outside of the Department of the Air Force. Knowledge of current management theories, techniques, and methods. Analytical capabilities to perform research in areas of responsibility and determine appropriate follow-on activities. Extensive knowledge of various computer systems to include iPad and Smart-Phones.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
