The primary purpose of this position is to serve as Future Operations Support Specialist for, 502 Air Base Wing. The incumbent will be responsible for managing/overseeing all Strategic Basing Action Request to determine the location of a unit, manpower, mission, or activity and serves as recognized authority on all BRAC issues and structure.
Duties
Processes all Strategic/MAJCOM Basing Action Request to determine the location of a unit, manpower, mission, or activity and serves as recognized authority on all BRAC issues and structure relating to integrating mission support requirements.
Develop, draft, evaluate and brief detailed future operations orders (OPORDS) and execute orders (EXORDS), contingency plans, and major events for Joint Base San Antonio and ABW short and long-range program(s).
Development of JBSA Mission Essential Task List METLs). Relying on available data, searches a variety of sources to select the information appropriate to the task, taking care to verify the relevancy, adequacy, sustainability, attainability, accuracy, and completeness of the information and recommendations.
Provides direct operational and technical support to the JBSA Crisis Action Team (CAT). Manages communications equipment within the CAT Operations Center and provides oversight of daily operations which may have significant impact on the installation.
Manages the installation Foreign Disclosure Program for Joint Base San Antonio. Directs all international visits throughout JBSA. Re-delegates lower level visits to subordinate field offices.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Military Decision Making Process (MDMP) and Joint operations planning experience is highly desirable.
- Incumbent will be required to obtain and maintain a SECRET security clearance. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position.
- Requires specific knowledge of the web-sites, the related DoD Policy, agency policies, and local policies.
- Requires frequent short-notice travel across the entire JBSA region (to include JBSA-Lackland, JBSA-Fort Sam Houston, JBSA-Camp Bullis and JBSA-Randolph) as well as other organizations within San Antonio TX area.
- The employee may be required to work other than normal duty hours, with short to no advance noticed, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Employee will be required to work out of multiple location offices within JBSA (JBSA-Lackland, JBSA-Fort Sam Houston and JBSA-Randolph).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying analytical and evaluative methods and techniques in order to provide responses/actions recommendations to situational assessment, determined training requirement deficiencies, impact on METL and corrective recommendation, and impact on core assets capabilities. Knowledge of the structure and relationships that exist between the Joint Staff, Air Staff, combatant commanders, component commanders, AEF Center, AF MAJCOMs, and AF bases in conducting Joint contingency and/or real world exercises/training. Knowledge and ability to plan, organize, review, and making recommendations in order to coordinate with all interested parties. Knowledge of the concepts, principles, and practices of National Disclosure Policy and its implementation through the Air Force Foreign Disclosure Program, as well as thorough knowledge of the program's guiding principles codified in the International Traffic in Arms Regulations; DoD and State Department policies; and Air Force, Air Education and Training Command and specific policies, directives and instructions governing the release of classified and unclassified, controlled military information; the establishment and management of various international programs supporting Foreign Military Sales, commercial weapon systems sales, and development and acquisition programs; and establishment and implementation of multinational agreements with foreign governments. Knowledge and ability to write and orally present or develop critical documents and briefings to be presented at the wing and higher headquarters level for coordination and approval.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of the structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AEF Center, the AF MAJCOMs, and AF bases in conducting Joint and AF planning, force deployment, and operations.
Extensive knowledge and skill in strategic planning, program planning, and program guidance directives. Highly skilled in the application of AF and Congressional executive directives and laws in developing plans, programs, and agreements. In depth knowledge of analysis principles, concepts, and methodologies, directives, concepts, procedures, guidance, and policy.
Highly knowledgeable in all aspects of wing support functions and their relationships; sound knowledge of base funding and POM funding procedures and their application to strategic planning, programs, and agreements.
Mastery skilled in analysis techniques in conducting research and gathering data to be able to assess the effectiveness of on-going or future programs; draw conclusions, devise solutions to problems, and identify changes and trends. Ability to develop strategic plans and programs execution milestones and timelines.
Skill in leading cross-functional working groups in developing strategic plans, program plans, and support agreements. Highly skilled in communicating with working groups to gain cooperation in order to produce desired results.
Extensive knowledge of contingency and crisis management planning and execution principles and procedures and plans. Ability to communicate effectively both orally and in writing, clearly, concisely and with technical accuracy, including ability to establish effective working relationships with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
