About the Position: This position serves as the Mission Integrator for the G3 Operations Directorate, Future Operations. The incumbent is responsible for developing the relationships needed to bring all parts of the Defense Transportation System (DTS) enterprise together to meet the needs of the Department of Defense (DOD).

Duties

Lead complex studies and develop guidance for DOD-wide implementation. Foster partnerships with the Joint Deployment and Distribution Enterprise (JDDE), outside government agencies, and commercial contractors. Analyze compliance to identify areas for improvement. Optimize transportation operations using technology. Create contingency plans for seamless operations during disruptions. Proactively improve transportation processes. Leverage technical expertise to address broad and intricate transportation challenges. Oversee transportation-related documentation, including bills of lading, shipping manifests, and customs documentation. Identify and mitigate transportation risks, such as cargo loss, damage, or delays. Monitor transportation metrics and take corrective actions as necessary.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position may be required to work nonstandard duty hours.

GS-11Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Coordinating and managing transportation operations, including freight movement, carrier selection, routing, and scheduling; (2) Assisting on transportation projects, from planning and implementation to monitoring and evaluation, ensuring timely delivery, budget adherence, and alignment with organizational goals; and (3) Utilizing transportation management systems to optimize operations and enhance visibility. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education such as Transportation Management, Logistics Management, Supply Chain Management, Business Administration, Urban Planning, Public Administration or Geography (with emphasis on Transportation Geography) which demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-12Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Coordinating transportation activities, including freight movement, carrier selection, and route optimization; (2) Utilizing federal transportation regulations and experience ensuring compliance with applicable laws and standards, such as freight classification and transportation documentation; (3) Conducting comprehensive analysis of transportation data and performance metrics to identify trends, patterns, and opportunities for optimization, leading to informed decision-making and strategic planning; (4) Leading transportation projects from inception to completion, including budget management, resource allocation, and stakeholder coordination, resulting in the achievement of organizational objectives and deliverables; and (5) Providing responsive and effective customer service in a transportation or logistics environment, including addressing inquiries, resolving issues, and ensuring customer satisfaction. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsData AnalysisProblem SolvingTransportation GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
