This position is located at Bureau of Engraving and Printing, within the Office of Quality Operations. As a Program Analyst (Quality Operations), you will serve as a Program Analyst and participate in the analysis and evaluation of Office programs and perform a variety of duties and studies supporting program implementation and administration. You provide a wide range of support vital to the effective and efficient functioning of all elements within the Office of Quality Operations.
Duties
As a Program Analyst (Quality Operations), you will:
Plan, schedule, and participate in studies to analyze and evaluate the effectiveness of Office of Quality Operations programs, established management controls, communications systems, and operating procedures, etc.
Act as a Contracting Officer's Representative (COR) for the administration of, and accomplishment of services and equipment required under the terms of a comprehensive equipment maintenance contract.
Prioritize and manage multiple projects simultaneously and follow through on issues in a timely manner.
Establish criteria to identify and measure program accomplishments and asses which options will have greatest overall return on investment at meeting the office mission.
Prepare oral and written reports and presentations; prepare graphs and charts that present clear, concise, effective, and analytical results of evaluations and studies performed.
Qualifications
You must meet the following requirements by the closing date of this announcement.
To be qualified for this position at the GS-12 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service, which has equipped the candidate with the knowledge, skills, and abilities to perform the duties of this position successfully. For this position, specialized experience is defined as:
Assisting in interpreting data to evaluate the effectiveness of programs or operations. AND
Administrating and accomplishing services under the terms of a contract. AND
Validating Statements of Work, requirements, and specifications for equipment and services. AND
Working on a team to develop and track budgets in support of the office.
To be qualified for this position at the GS-11 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service, which has equipped the candidate with the knowledge, skills, and abilities to perform the duties of this position successfully. For this position, specialized experience is defined as:
Assisting in reviewing data to evaluate the effectiveness of programs or operations. AND
Administrating and accomplishing services under the terms of a contract. AND
Working on a team to track budgets in support of the office.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.
OR Combination of Education and Experience: You may qualify by a combination of experience and education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks.
