THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE SPECIALIST, Position Description Number D1254000 and is part of the PA Surface Maintenance Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a SURFACE MAINTENANCE SPECIALIST, GS-1601-9, you will analyze and resolve a variety of conventional maintenance management problems to improve existing maintenance operations, production, and practices that impact the overall maintenance program. Establish methods and procedures to ensure maintenance tasks performed meet or exceed established policies and regulations. May serve as a member of the Command Maintenance Evaluation Team (COMET). Oversee and provide technical guidance regarding Class IX (Class 9) repair parts management; develop policy and procedures; and evaluates and revises, as needed. Establish and monitor the shop safety and health program. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Deputy Chief of Staff for Logistics AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, State Surface Maintenance Office, FMS's 2, 4, 5, 9, 10, 16, 17, 24, 27, 28, 29, and 33, Combined Support Maintenance Shop - East and Unit Training Equipment Site) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: WARRANT OFFICER: WO1 to CW4 ENLISTED: E1 to E9 Supervisor for this position is CW4 Watson. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
