THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST, Position Description Number D1252000 and is part of the PA Deputy Chief of Staff G4, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a SUPERVISORY SURFACE MAINTENANCE SPECIALIST GS-1601-11, you will exercise administrative and technical supervision over one or more surface maintenance facilities, e.g., CSMS, MATES, UTES and/or FMS. Develop, implement, and oversee the quality assurance program for assigned surface maintenance facilities. ) Provide technical guidance to assigned maintenance activities through coordinated assistance or evaluation visits. Oversee hazardous waste/industrial hygiene programs for maintenance facilities supervised. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard Military Grades: OFFICER O1-O4 WARRANT OFFICER CW4 - CW5 Supervisor for this position is LTC Ludlow *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your application must demonstrate at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
