This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
You will serve as the Transactions/Analytics Team Lead Accountant for Corporate Financial Accounting in the Comptroller Department, Accounting Division, Corporate Financial Accounting Branch (Code 0121) of the Naval Surface Warfare Center Port Hueneme Division.
Duties
You will ensure Comptroller processes for accounting are executed in Navy Enterprise Resource Planning (NERP) accurately, timely and in compliance with Navy Working Capital Fund (NWCF) guidelines.
You will coordinate with other personnel in the Division and Comptroller Department to develop and implement programs, policies and procedures to ensure compliance in financial operations.
You will ensure the integrity of financial data in NERP and accurate financial reporting in all functional areas, including general ledger and financial statements, billing and accounts receivable, cash management, and unmatched disbursements.
You will serve as a central point of contact for training and assistance for all levels of business and financial personnel in resolving problem financial transactions.
You will keep the Accounting Officer apprised of regulatory, policy or system changes that may have an impact on the Command's financial position.
You will offer recommendations for process and/or procedure updates to ensure compliance with higher-level regulations and policies.
You will maintain the accuracy and integrity of the financial data contained within NERP.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant applying a comprehensive knowledge of accounting practices to interpret complex financial and accounting data.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
- A bachelor's or higher degree in accounting; or a bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law; OR
- A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement outlined above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements.
