Duties

You will assist with the development and administration of DON?s accounting and disbursing policies and procedures in accordance with guidelines issued by authoritative financial management organizations. You will provide information about, and interpret standard organizational budgetary and accounting practices and regulations. You will perform specialized work involving managerial or administrative work in connection with accounting systems. You will research guides to locate accounting, budgetary, and financial information and prepare summaries for use by managers. You will coordinate corrective actions to resolve accounting and disbursing problems identified during review of financial systems and/or as the result of operational activities.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations; 2) Demonstrating knowledge of the auditing and accounting theories, techniques, and practices; 3) Applying knowledge using generally accepted accounting practices to independently perform complex assignments and solve accounting problems; and 4) Exercising judgment to resolve commonly encountered work problems and deviations. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations; 2) Performing a variety of analytical, technical, and administrative work for substantive programs and support activities; and 3) Applying financial and statistical decision-making methods and techniques. GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations; 2) Identifying, analyzing, and resolving a range of budgetary problems such as development of alternative methods of funding; 3) Formulating budget estimates for programs in which funding requirements have changed significantly; 4) Applying skill to the identification, analysis, and conceptualization of budgetary problems and development of alternative solutions; and 5) Applying financial and statistical decision-making methods and techniques.
