This position supports the Veterans Health Administration (VHA) core business process of health care delivery and business intelligence work by developing policies, governance, guidance, training, and implementation support for the Patient Generated Health Data (PGHD) program. The incumbent reviews and evaluates requests for new PGHD sources and/or uses, assesses scope, and fit while recommending further assessment within DHO or referral to another group or resource.
Duties
Duties include, but may not be limited to:
Provide leadership for developing, implementing, evaluating, and ongoing management of Patient Generated Health Data policies, directives, and other program guidance
Apply understanding of multifaceted clinical and business needs, develop analytical solutions to measure and evaluate the national programs, and suggest performance improvement, remediation, and sharing of best practices as appropriate
Develop solutions that balance the value of clinical use of PGHD, and workload demands on front-line staff nationwide
Serve as part of an interdisciplinary team of technical and clinical experts to gather requirements, perform technical and data analysis, define data requirements, and create data models for PGHD
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of the enterprise-level Connected Care PGHD portfolio of applications and tools including all its complex component operations in meeting established national, VISN, and/or facility level goals and objectives
Develop national level policy and procedural guidance for Connected Care PGHD used by clinicians to support patient care
Provide project management to assist in defining scope and deliverables, establishing timelines, and target dates while ensuring routine reports and documentation for the PGHD program are completed

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions: The work is predominantly sedentary and does not require any special physical effort. May require some walking, bending, and light lifting.
