Responsible for planning, organizing, and executing operational and strategic intelligence efforts with all DoD, US government agencies, and partner nation organizations in Mexico. *** Salary ranges includes local market supplements ***

Duties

Establishes and sustains relationships with law enforcement agencies, national interagency partners, partner nation organizations, DoD elements subordinate to USNORTHCOM, and other Combatant Commands (COCOM) for organizing and executing operational and strategic intelligence efforts. Facilitates intelligence-informed mitigation coordination to develop command understanding of transnational threats for senior leader decision and execution. Serves as a senior advisor and subject matter expert (SME) on the execution of Joint Task Force North priorities within Mexico. Ensures engagement efforts support USNORTHCOM strategic initiatives and objectives for homeland defense within Mexico. Serves as the JTF-N Liaison with Interagency partners. Maintains liaison with DoD, Mexican military, USBP, and Mexican inter agency organizations to support dissemination of CTCO information.

  • Experience in Interagency and or Counter Transnational Organized Crime (CTOC) is highly desirable.

  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • Incumbent may be required to obtain Official Passport.
  • Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE Fm 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation.
  • Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays.
  • Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Frequently, incumbent may be required to be on a two or four-hour recall.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of law enforcement agencies, interagency partners, and partner nation organization policies, objectives, doctrine, and strategy involving homeland defense is critical for collaborating and synchronizing intelligence in regard to Transnational Criminal Organizations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of national-level security and defense policies, objectives, doctrine, and strategy involving homeland defense and the management of counter-threat/counter-narcotics (CT/CN) incidents. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities. Knowledge of the national intelligence community, Joint DoD structure, organizations, missions/functions, interrelationships, and operations. Knowledge of military intelligence disciplines, functions and procedures, both doctrinal and experienced based. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, including the skill in analyzing issues and formulating solutions to problems. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to present and defend activity positions and represent the command at intra/inter-agency and partner nation organizational meetings. Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multisource intelligence information systems to capture data for developing intelligence capabilities and threat assessments. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the application of data and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend position effectively. Ability to maintain cultural awareness, understanding and appreciation of the interests and behaviors of diverse stakeholders and their environments, cross-cultural interpersonal sensitivity. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42, the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW DoDI 3020-42, Defense Continuity Programs. NE002 = Position is not eligible for telework since it requires access to material or special equipment that cannot be moved from the regular office. May be eligible during emergency or OPM prescribed "unscheduled Telework." Supervisor approval is required on case-by-case basis. This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 3 (General Professional Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in DoDI 1400.25-v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule. This is a Key Security Cooperation (SC), Expert Proficiency Level position. Key SC positions are those SCW billets/positions with duties and responsibilities that require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs or activities. In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better and 80 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
