Education Service is seeking a high performing individual with a strong skill set in organizational, interpersonal and analytical work related to the administrative support of business line divisions and the Executive Management Office.
Duties
Specific duties include:
The incumbent provides comprehensive administrative support with various programs within the Division to include human resources, travel, conference planning, purchasing, budget management, timekeeping, equipment and/or accountable property management, employee rosters and organizational charts.
Manages phases of the virtual and traditional onboarding process by processing forms and collaborating with varies VA entities to include, but not limited to, payroll, IT, PIV office, Education Service's Executive Management Office and when necessary, VBA's Human Capital Services.
The incumbent manages established, administrative and/or HR functions such as the telework program and submitting personnel actions (staffing, personnel and employee relations) for processing.
Serves as the Division's training logistics point of contact. This includes maintaining electronic training records and providing administrative and technical support with the Division's virtual and in person meetings.
Ensures timely processing of travel serving as a certifier, reviewer, or approver in the Concur travel system. Duties include ensuring appropriate submission of supporting documentation, reviewing traveler input, and supporting documents for accuracy, and approving travel authorizations and vouchers to ensure compliance with VA/VBA travel policies. The incumbent will provide customer service for travel related issues.
Provides assistance, as advised by the Supervisory Management & Program Analyst and Executive Management Officer, in monitoring allowances and obligations in the Division's budget object codes (BOC), in accordance with applicable guidelines and policies. The incumbent assists in the coordination and reconciliation of Division expenditures to ensure budgetary allocations are not exceeded.
Arranges for and procures routine supplies, materials and non-IT equipment, seeking management approval on non-routine matters (e.g. office furniture). The incumbent may make purchases using the government purchase card, or alternatively, prepares the funding documents or other necessary requisition forms to effectively coordinate the procurement process. As a purchase cardholder, the incumbent will adhere to all VANBA purchase card policies to maintain active use of the purchase card, reconcile purchases in a timely manner and maintain relevant documentation to support monthly, quarterly, or annual audits. The incumbent must be eligible to be issued a government purchase card.
Maintains various automated databases for tracking taskings, strategic goals and other administrative actions to ensure all suspense dates are met. Resolves issues and makes recommendations for improvements.
Serves as the timekeeper for EMO and other business line divisions, and serves as the backup to other Division timekeepers. The incumbent also serves as the Division's Equipment Inventory Listing (Ell) coordinator. Responsibilities for function include, but are not limited to, maintaining inventory of equipment, updating the Ell database with additions, deletions or other modifications and attending all Ell coordinator meetings.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience: Is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled.
Education Substitution: No educational substitute at the GS-12 grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary, although some slight physical eff ort may be required.
