This position serves in a developmental capacity in the Security Management Branch, Security, Safety and Emergency Management Division (SSEMD), Enterprise Office (EO), Business Center (BC) - Operations Office, Rural Development (RD), U. S. Department of Agriculture.

The incumbent will report to Washington D.C or St. Louis, MO USDA, Rural Development Office.
Duties
Initiates background investigations and evaluates prior background investigations to determine eligibility for reciprocity.
Tracks review process; follows up on pending requests submitted; reviews returned requests and determines corrective action; coordinate corrections with employee or affiliate staff.
Conduct and assist with PIV card enrollments, activations, and updates for customers.
Conduct employment termination actions on PIV cards for individuals that are no longer employed.

- Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-07 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-05 grade level; or its non-Federal equivalent that demonstrates: Experience working with personnel security/suitability pertaining to screening of background investigations for determining security/suitability for federal employment, assisting the Personnel and/or Security Specialists in a variety of security/suitability and physical security program functions. Reviewing of suitability application documentation for completeness and scheduling background investigation in a timely manner; review and analyze security issues that arise during the background investigation; maintain personnel security/suitability records on employees and contractors; ensure all investigation files are available and in accordance with the suitability guidance and guidelines; working with higher level Specialists performing physical security work inspects, analyzes, and evaluate security systems OR completed one full year of graduate level study OR Bachelor's degree with Superior Academic Achievement (SAA). Equivalent combination of education and experience are qualifying for this grade level.
For the GS-09 Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Experience in initiating background investigations; determine eligibility for reciprocity; maintains personnel security/suitability clearance/adjudicative records; review and evaluate suitability adjudicative/determinations in accordance with personnel security investigations and background check procedures; tracks pending security investigations and coordinate corrections with employees on security documentation; experience in investigating submissions and credential issues, assisting with PIV card enrollments, activations, and updates for customers; assisting higher level specialists in conducting onsite physical inspections OR master's or equivalent graduate degree OR two (2) full years
of progressively higher-level graduate education leading to such a degree. Equivalent combination of education and experience are qualifying for this grade level.
