The primary purpose of this position is to build total force development solutions for the Cyberspace Officer and Enlisted career fields, impacting 35,000+ Airmen. Develops and directs Air Force cyberspace force development policies, programs, career progression, certification requirements, continuing education.

Duties

DUTY 1: Performs Career-Broadening assignments which involves developing and performing career path reviews, workforce analyses, civilian versus military comparability studies, officer utilization reviews, and workforce projections in response to external decisions relating to programmed downsizing, streamlining, restructuring, insourcing, and outsourcing. Develops and studies statistical, position, cost projections and organizational data, as well as technical or specialized operational data, to initiate appropriate career field actions concerning organizations and employees/positions in the assigned career field. Performs basic principles, and requirements of Information Technology and Cybersecurity supporting the C&IT Career Field. DUTY 2: In a Career Broadening capacity, serves as an Action Officer for the development and execution of strategies. Formalizes plans, procedures, and actions relative to career management of Cyberspace under the purview of the Functional Authority. Makes recommendations, develops and prepares formal briefings, informational letters, memorandums, and promotional material for Air Staff officials, Career Field Managers, Functional Authorities and leadership at all Air Force levels that leverage the tenants of force management and career program operations. DUTY 3: In a Career Broadening capacity, in coordination with senior stakeholders both inside and outside the AF/A2/6 organization, develops and continually improves talent management strategy development processes to ensure effective and efficient functional workforce assessment and reports. Reviews reports, AFIs, studies and directives and identifies changes that need to be made to policies and procedures. Develops and/or guides the implementation of plans and procedures for integrating reviews of existing policies, programs, and/or initiatives against baseline objectives and assesses their impact and appropriateness in light of changes in DoD directions/priorities and corporate Air Force objectives for cyber workforce management, technology advances, resource constraints, etc. Establishes processes, methods and criteria used to facilitate and integrate workforce transformation, policy and planning initiatives.

  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301 (opm.gov) BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Mastery of advanced management and organizational principles and practices to include personnel management for a variety of work operations and controls to institute complex program concepts and provisions of cybersecurity, space, and cyberspace programs such as: Development, Security, and Operations (DevSecOps), Enterprise IT, Cloud Hosted Enterprise Services (CHES), Cloud One, Enterprise IT-as-a-Service (EITaaS) Space Situational Awareness & Command and Control; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Integration; Cyber Warfare. Develops strategies for Air Force input to the Program Decision Memorandum (PDM), Future Year Defense Plan (FYDP), the Defense Planning and Resources Board (DPRB), Budget Estimate Submissions (BES), etc., for major operational plans. Comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. 2. Comprehensive of knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Advance knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them. 4. Expert knowledge of policies, practices, regulations, laws and the ability to apply to qualitative and/or quantitative methods for the assessment and improvement of command level plans concerning program management, information technology, cybersecurity, and cyberspace operations and programs. 5. Skill and ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
