About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command - ST INFORMATION OPERATIONS CMD (LAND) S-1 at Fort Belvoir, Virginia.
Duties
Plans and schedules work independently after the supervisor establishes program goals, objectives and priorities.
Provides knowledge of the policies, regulations and precedents applicable to human resource management needed to implement and manage the DCIPS and DPMAP programs.
Provides advisory services to 1st IO employees concerning DCIPS and DPMAP matters.
Reviews all regulatory and procedural requirements pertaining to civilian personnel matters and programs. Responsible to ensure DCIPS and DPMAP procedures and policies are established and met.
Develops policy guidance and instructions for effective and efficient administrative management of the procedures and documentation associated with initiating and processing civilian personnel actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Must successfully pass a urinalysis for illegal drug use prior to appointment and periodically thereafter.
- Incumbent may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Temporary Duty (TDY) Travel may be required 25% or less of the time.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) advisory on matters concerning DCIPS and DPMAP to employees within an organization to ensure policies and procedures are established and met 2) providing liaison services between multiple level operating organizations such as ARCYBER G1, Civilian Personnel Advisory Center (CPAC) and DFAS. 3) Reviewing personnel action request submissions to ensure compliance with policies and regulations.
