This position is located with the Bureau of Indian Affairs, OJS, Division of Drug Enforcement in Albuquerque, New Mexico. The Division of Drug Enforcement is searching for a candidate to serve as a Supervisory Criminal Investigator (Regional Agent-in-Charge). The position is responsible for the investigation of cases relating to Federal crimes specializing in narcotics, drug violations and undercover narcotic operations on Indian Reservations and trust lands.
Duties
Reviewing and investigating cases relating to major Federal crimes specializing in narcotics, drug violations and undercover narcotic operations on Indian Reservations and trust lands.
Providing advice and recommendations to the Deputy Associate Director on various matters regarding the operation and management of the BIA's Drug Enforcement program.
Establishing and maintaining effective communication with other Federal, local, state and Tribal law enforcement agencies, in coordinating cross-jurisdictional or cooperative agreements.
Testifying in Federal, tribal, and state courts on criminal matters arising out of drug enforcement investigations.
Supervising Federal criminal investigators that include, structuring and assigning work based on priorities and deadlines; and keeping subordinates informed on issues and decisions.
Other supervisory functions may include duties such as scheduling and granting leave; appraising performance and issuing corrective actions; awarding performance; hearing and resolving complaints; and identifying and providing training.

Individual Occupational Requirements:
MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.
MINIMUM QUALIFICATIONS:
GS-13 Grade Level: To qualify at the GS-13 level, you must have one year of specialized experience at or equivalent to the GS-12 level serving as a team leader or lead investigator conducting and/or supervising drug enforcement investigations; preparing detailed written reports on investigations on complex drug enforcement matters; testifying in court or at disciplinary/adverse personnel action hearings on criminal and administrative matters arising out of investigations.
This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence.
SUITABILITY, CLEARANCE & REQUIREMENTS - A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
DRIVING RECORD REQUIREMENT - Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties; therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position.
