This position is in the warehouse area of logistics Service in the Veteran Affairs Healthcare System (VA HCS) and supported catchment area. The position is located at an assigned Veterans Administration medical facility performing warehouse work. The position serves as a lead over a group of Materials Handlers within the warehouse setting.

Duties

Major duties include but are not limited to: Work Leader Responsibilities Leeds crew of Material Handlers as a regular and recurring part of the job to accomplish assigned projects and daily operational functions. Assures all safety and housekeeping procedures are followed. Ensures workers are aware of trade techniques and practices and explains safety precautions to be followed while setting up machinery and equipment and operating related vehicles. Reports to the supervisor on status and progress of work and causes of work delays. Answers questions of supervisors on overall work operations and problems. Ensures workers are briefed on instructions received from supervisors, and getting work started, by assigning the immediate task to be performed by individual members of the crew. Works along with other workers and sets the pace. Demonstrates proper work method. Obtains needed information or decisions from supervisors on problems that come up during work. Maintains a current knowledge, and answer questions of other workers on procedures, policies, written instructions, and other directives (for example, technical orders). Ensures assigned staff is provided with daily tasks and follow-ups to confirm task completion. Checks work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Urges or advises other workers to follow instructions received from supervisors, and to meet deadlines. Discusses with supervisor the training requirement, problems and other issues concerning the workers. Non-Lead Duties Assists in developing plans for storage and arrangement of stock in accordance with VA regulations and requirements that determine the configuration setup, movement, rearrangement and traffic flow. In a large warehouse facility, manages space and storage in accordance with VA regulations for a specific commodity or equipment group, such as general supplies, construction materials, medical supplies, and high value items. In a small warehouse facility, undertakes the full spectrum of warehouse functions with responsibility for laying out storage space, establishing item locations, determining organization and arrangement of stock and identifying high and low usage items according to VA regulations and procedures. As required, operates a vehicle, truck, or van not exceeding 26000 Gross Vehicle Weight Rating (GVWR), with electrical or hydraulic lift. Works on own initiative to consolidate materials and provide maximum space utilization and protection of materials. Coordinates incoming and outgoing shipments and placement of materials on the docking area, which may require scheduling personnel to facilitate movement of materials in accordance with priorities, scheduling requirements and space allocations. Receives, stores, and moves hazardous and toxic materials and substances, such as certain types of chemicals or radioactive materials, in accordance with facility and regulatory requirements. Works with the Inventory Management Specialists to ensure timely stocking of primaries, participating in a variety of inventories and communication discrepancies as appropriate. Makes off-site deliveries to Central Based Outpatient Clinics (CBOC) daily with both medical supplies and transporting laboratory specimens to central VAMC for lab testing. Sorts and delivers incoming mail, picking up intra-office and processing outgoing mail, supporting the mail center with off campus deliveries, understanding and adhering to all facility and federal postal regulations. Assist public affairs in reproduction of facility print requests and GPO express production orders. May serve as a senior member of a warehouse project team of materials handlers involved in special projects, such as conversion of the warehouse from a manual to an automated system, relocating a major commodity or equipment group, or setting up a new commodity group area. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The ability to do the work of a Materials Handler without more than normal supervision. Examples include: ability to independently perform all waste handling duties without specific instructions; knowledge of proper waste handling and disposal procedures; knowledge of procedures for spills or accidents related to the wastes being transported; ability follow safe work practices and policies; knowledge of warehouse equipment including operating manual and power lifting devices, compactors, cardboard bailers; knowledge of safety regulations for the handling, transporting and disposal of solid/hazardous wastes. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements : Works involves considerable walking, pushing, and pulling a variety of cars and materials handling equipment. Works off loading and loading trucks, lifting products on and off shelves, handling boxes frequently weighing over 40 lbs. Will frequently handle equipment, furniture, and materials of and awkward and heavier nature in excess of 100 lbs. These items are typically handled using specialized equipment and or assistance of coworkers. Greater physical effort may be required on projects involved in the movement of large quantities of product over an extended period of time including, but not limited to, turn- ins large shipments and deliveries. While operating vehicles, may be required to exert a greater level of physical exertion while backing and turning trucks, operating forklifts, or hand trucks on uneven terrains and uncertain conditions. Working Conditions: Required to work in storage buildings, pods, trailers, vehicles, and warehouses that may be hot, cold, drafty, and poorly lighted. Will be required to work outdoors on docks, making deliveries in all types of weather conditions during all seasons. Hazardous materials may be encountered in daily work activities. Duties subject to possibility of trips, falls, strips, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment may be required. Subject to conditions that could result in serious accidents; Precautions will be taken. Must possess a valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
