This position is located at the Roseburg VA Medical Center in the Warehouse area of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. The position is located at an assigned Veterans Administration medical facility performing warehouse work. The position serves as a lead over a group of Materials Handlers within a warehouse setting.
Duties
Major duties include but is not limited to:
Leads crew of Materials Handlers as a regular and recurring part of the job in order to accomplish assigned projects and daily operational functions.
Assures all safety and housekeeping procedures are followed. Ensures workers are aware of trade techniques and practices and explains safety precautions to be followed while setting up machinery and equipment and operating related vehicles.
Ensures the warehouse has the needed supplies, equipment, and tools to operate on a daily basis.
Reports to supervisor on status and progress of work and causes of work delays.
Answers questions of supervisors on overall work operations and problems.
Ensures workers are briefed on instructions received from supervisors, and gets work started by assigning the immediate tasks to be performed by individual members of the crew.
Works along with other workers and sets the pace.
Demonstrates proper work method.
Obtains needed information or decisions from supervisors on problems that come up during the work.
Maintains a current knowledge, and answers questions of other workers on procedures, policies, written instructions, and other directives (for example, technical orders).
Ensures assigned staff is provided with daily tasks and follows up to confirm task completion.
Checks work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met.
Urges or advises other workers to follow instructions received from supervisors, and to meet deadlines.
Discusses with supervisor the training requirements, problems and other issues concerning the workers.
Acts as a communications conduit between higher level supervisors to pass along priorities and resolves conflicting priorities among the warehouse's major segmented areas including but not limited to: Equipment Receiving and Shipping; Office and Printing Supplies; Logistics Medical Supplies; Internet Technology and High Value Items; Cleaning Supplies and Hazardous Materials; Pandemic and Emergency Contingency Supplies; and Mail Room Operations.
Spot checks work in progress to ensure chain of supervision's intent is being met and conforms to regulatory compliance. Reports progress and issues to supervisor as well as the need for resources to overcome obstacles or advance warehouse operations.
Seeks guidance or direction from supervisor or staff within other divisions to address unanticipated problems with ongoing projects and/or work in progress.
Becomes the subject matter expert on relevant regulatory requirements for all aspects of warehouse management including, but not limited to, VHA Directives, Local Medical Center Memorandums (MCM), Standard Operating Procedures, and other written guidelines, shares knowledge with Materials Handlers.
Exercises authority for technical direction, coordination, and oversight of trades and labor work programs, projects, and operations when such authority does not include either direct or indirect responsibility for supervising nonsupervisory workers in accomplishing the work involved.
Verifies the space and execution plans of materials handlers are on hand and conform to established leadership guidelines. Works with Engineering to ensure floor plan and overhead changes are reflected in Medical Center blueprints and schematic designs.
Ensures Occupational Safety and Health Administration (OSHA) and infections control standards are always maintained.
Works with and alongside of the warehouse Materials Handlers and Logistics staff to ensure timely completion of assignment
Handles direct issue products and ensures they are processed out in a timely fashion, with special attention given to time sensitive and emergency requests; any failed delivery or product not delivered timely should have corresponding documentation, signatures may be required per request of cardholder or current procedures.
Makes off-site deliveries in motor vehicles typically with a gross weight not exceeding 26000 Gross Vehicle Weight Rating (GVWR).
Maintains warehouse in a neat, clean, and orderly manner; works with Warehouse Supervisor to plan space layout and make changes according to need.
Operates and maintains a variety of powered industrial vehicles including powered hand trucks, fork lifts, and other vehicles. Adheres to all OSHA operating and safety standards.

Drivers License Requirement: The incumbent is required to possess a valid drivers license.

Physical Requirements: Work involves considerable walking, pushing, and pulling a variety of carts and materials handling equipment. Works offloading and loading trucks, lifting products on and off-shelves, handling boxes frequently weighing over 40 pounds. Frequently handles equipment, furniture, and materials of an awkward and heavier nature in excess of 100 pounds. These items are typically handled using specialized equipment and/or assistance of coworkers. Greater physical effort may be required on projects involving the movement of large quantities of product over an extended period of time including, but not limited to, turn-ins, large shipments and deliveries. While operating vehicles, the position may be required to exert a greater level of physical exertion while backing and turning trucks, operating forklifts, or hand trucks on uneven terrains and uncertain conditions.
Working Conditions: Required to work in storage buildings, pods, trailers, and warehouses that may be hot, cold, drafty, and poorly lighted. Will work outdoors, on docks, making deliveries in all types of weather conditions during all seasons. Hazardous materials may be encounter in daily work activities. Duties will be subject to the possibility of trips, falls, scrapes, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment (PPE) may be required. Will be subject to conditions that could result in serious accidents; precautions will be taken. Must possess a valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
