The primary purpose of this position is to ??????provide Executive oversight and management of all aspects of the nuclear program for the 2 BW commander.

Applying Air Force military rated aviator experience, directs creation of highly complex Combat Mission Folders supporting USSTRATCOM plans
Commander-appointed Nuclear Executive Manager
POC for all USSTRATCOM directed communication exercises
Leads deliberate planning cell

- Temporary Duty and travel by military and/or commercial aircraft, inside and outside CONUS, is required in the performance of duties.
- This position is required to represent the 2 BW at the appropriate level in USAF and DoD forums
- (HIGHLY DESIRED) Must possess strong background as a rated aviator (e.g. pilot/radar navigator), preferably in a strategic bomber platform
- Must be able to obtain and maintain a Top Secret SCI/NC2 security clearance

Qualifications
Conditions of Employment Continued:
This position is designated as a Key Position IAW AFR 40-910. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
This position is Emergency-Essential (E-E). The incumbent of this position must meet all requirements of B-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires the incumbent, or the designated alternate, to be removed from any recall status.
IAW DoDI 3020-42 This position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My Experience includes expert knowledge of nuclear program requirements in the USAF and the ability to apply rated aviator experience to wing level programs to ensure program excellence. Extensive knowledge/experience as a rated aircrew member. Knowledge of planning, budgeting, and coordinating both long and short-tern management activities. Knowledge of command instructions and manuals applicable to weapons· systems employment and communications procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the application of nuclear mission requirements
Knowledge of Federal Aviation Regulations
Knowledge of AF rated aviator (e.g., pilot, navigator) expertise as it applies to strategic nuclear programs and weapons systems
Knowledge of Top Secret SCI/NC2 requirements and implementation of security programs
Ability to manage and/or control activities engaged in wing level nuclear training
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
