TYPE OF APPOINTMENT: NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WEST VIRGINIA AIR NATIONAL GUARD SELECTING SUPERVISOR & DUTY LOCATION: Lt Col Thomas Marcum, 130th AW, Charleston, WV This is a non-bargaining position. Duties

Position Description #: PUT PD # HERE This position is located at an Air National Guard (ANG) Group Commander's Support Staff (CSS) unit. The incumbent will administer and direct the Group Commander's Support Staff functions to ensure smooth day-to-day operations. Additionally, trains personnel in the accomplishment of tasks set forth herein. Description of Duties: 1. Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff (CSS). Manages personnel, unit training and administrative programs management as well as continuous improvement initiatives within the CSS. Oversees Group programs to facilitate the Group and squadron commander's vision. Keeps abreast of and briefs the Group and squadron senior ART(s)/Commander(s) regarding assigned program status; actual or potential problems and changes which could possibly affect the operation of the group and subordinate units. Recommends redirection of assets if necessary to achieve improved overall mission effectiveness. 2. Plans, organizes and executes all Group information management and personnel activities. Oversees the preparation, maintenance, and disposition of required administrative reports and other correspondence. Reviews internal operating procedures for personnel and information management to ensure effectiveness and compliance with current directives. Analyzes directives and develops procedures for smooth CSS operations. Interprets instructions and regulations and makes authoritative decisions in resolving administrative issues. Ensures publications library, filing system, and reprographic requirements are established and maintained. Responsible for monitoring and ensuring all unit reports are submitted. 3. Manages training programs for administration (3A1X1) and personnel (3S0X1) in accordance with established command guidelines. Acquires adequate training from agencies necessary to discuss personal and professional development issues with assigned personnel. Ensures enlisted training is being conducted in accordance with Career Field Education and Training Plan (CFETP) requirements. 4. Serves as the Group point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions. Serves as central point of contact to provide authoritative explanations of personnel and/or manpower related requirements, regulations, and procedures and to assist in resolving operational problems involving all functional areas of personnel. Manages personnel resource requirements. Compiles personnel and manpower transactions according to the specific, established requirements of each case. Coordinates procedures necessary to perform the full range of clerical processing functions associated with said actions. 5. Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced Commander(s), other staff agencies and functional areas to secure cooperation, resolve controversial matters and convey information. Develops and prepares a variety of correspondence and other documentation, i.e., formal memorandums, point papers, metrics, feasibility studies, staff summary packages, briefings, charts, bullet background papers, etc. Formulates and presents final analysis and recommendations for improvements and procedures to Group/unit Commanders. 6. Participates in special studies and projects relating to planning, coordinating, and analyzing the effectiveness/efficiency of the Group CSS in meeting Air Force Administration program goals. Assists managers in strategic planning and in identifying immediate and long-range program/training and technology needs. Communicates needs to the manager, becomes the advocate to secure resources. 7. Develops CSS consolidated resource plan for staff support to include budget, equipment, computers, supplies and required services. Receives data call, reviews CSS historical data submissions to determine trends in spending and forecast annual funding needs. Researches, consolidates, and summarizes budgetary data from source documents and reports for use in preparing budget estimates and annual financial plans. 8. Exercises limited supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and equal employment opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Performs other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation. Selectee will not be appointed untill investigation is complete.

  • Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency Check (NAC) prior to assignment.

  • May occasionally be required to work other than normal duty hours; overtime may be required.

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment(30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

Substitution of Education for Specialized Experience:

To determine applicability, see completion of graduate level education in the minimum qualifications requirements above.

In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.
