Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Regions 1 & 2 in Charleston, West Virginia.
1. Evaluates subordinate performance, conducts performance reviews with staff, makes recommendations for promotions, awards, or reassignments. Plans and makes work assignments to subordinate employees, determining priority of work accomplishment, providing necessary instructions and advice on work operations, and explains new procedures or changes in work schedules.

- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
- Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
- May be required to successfully complete a probationary period
- Suitable for F and preparingederal employment, determined by a background investigation
Qualifications
Minimum Qualification Requirements:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1). Reviewing and analyzing the efficiency and effectiveness of programs,practices, policies and regulations and identifying matters requiring corrective action.
2). Applying Federal and State laws and regulations related to coal mining activities.
3).Conducting inspections, reviewing and interpreting permits and preparing comprehensive inspection reports for coal mining and/or reclamation activities.
Must meet all three.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.You must meet all qualification and eligibility requirements by the closing date of this announcement.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
