These positions are located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 & 2, Charleston Field Office- Program Support Branch located in Charleston, WV.
Duties
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Supervise the operational and administrative activities of the Program Support Branch.
Lead and supervise the operational and administrative activities such as regulatory oversight, inspection and enforcement, grant processing programs, the preparation of programmatic and administrative reports, and reply to inquiries from the Regional Office, OSM Headquarters, Congress, states, and the public. You will attend and participate in meetings, conferences, hearings, workshops, and training sessions and provide leadership and supervision to subordinate staff.
Manage technical investigations of state operations to evaluate compliance with approved program laws, regulations, and procedures and serve as liaison with states, citizens, contractors, operators, and other public and private organizations on plans of action to address issues and reclaim abandoned mine lands.
Develop and implement programmatic guidelines to assist states with the implementation of their Regulatory and Abandoned Mine Land programs. You will provide direction, formulation, and administrative monitoring of the approved state programs.
Provide assistance to states in the submission of projects to be funded through annual program grants; oversee the formation of teams with responsibility for coordinating team activities, directing work, and presenting findings.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Providing oversight related to surface coal mining and abandoned mine land reclamation, to include: advising, consulting, and gaining cooperation and participation from state and local entities, citizen groups, and the coal industry;
Planning, organizing and/or providing direction over a variety of professional, technical, and administrative fields that implement or operate under statutorily authorized environmental programs (e.g., Surface Mining Control and Reclamation Act [SMCRA], Clean Water Act [CWA], National Environmental Protection Act [NEPA]); and
Developing, implementing, and monitoring policy, legislation, regulations, and guidelines associated with AML, reclamation, and coal mining operations. MUST MEET ALL.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
